The Study Of The Existing Problems And Strategies After The Reform Of Merge System In Government Department And Institutions Endowment Insurance In China

Insurance system is the basic issue of people's livelihood,which maintains the long-term stability of the country.In the past,owing to the management system and historical reasons,government department and institutions and enterprises adopted different pension insurance system for a long time,which was called “double-tract system”.Because the method of operation in the double-tract system existed a huge difference in pay after retiring,it caused a series of pressure from public opinion,which deepened the internal contradictions of society.Therefore,in January 2015 the state started the pension insurance system reform of government department and institutions staff,abolished the double-tract system and carried out the merger management.Through the analysis of the current situation after the pension insurance system reform of government department and institutions staff in China,it is found that there are facing a series of problems such as the pressure of paying the fees of the employing unit,unsolved cost of transiting the system,the problem of professional age and the hysteretic assorted equipment.All those problems will seriously hinder the promotion of reform.This paper from the perspective of broadening the sources of funding,extending the retirement age and the payment period,distributing to solve the transition cost,establishing and improving the occupation pension system and improving the relative assorted equipment gives its suggestions in order to effectively promote the merge reform in government department and institutions system in China.
