Research On The Development Fund Performance Evaluation Of Xi'An Government Supporting Small Micro Enterprises

Since the promotion of "mass entrepreneurship and innovation" by the central authorities,small and micro enterprises as the main body of mass entrepreneurship and innovation have ushered in a new spring of development.Governments at all levels have actively allocated funds and introduced supportive policies,so that small and micro enterprises can grow in quantity and quality.To promote the national economic transformation and upgrading made a great contribution.With the passage of time,government preferential policies and financial support are still increasing,but the growth of small and micro enterprises has stagnated,which undoubtedly makes the current government financial support funds greatly reduced the effect.This paper puts forward a difficult problem about the use and management of government financial support fund in our country.The performance of financial support funds is a fair reflection of the government support work,and it is also the correct allocation and management of financial support.The key basis for holding funds.In this paper,the research on the performance evaluation of the development funds of the small and micro enterprises supported by the Xi'an municipal government is of great significance to the theory and method of the performance evaluation of the government support funds,as well as to the improvement of the efficiency of the use of funds by the government.The choice supports the enterprise object,supports the fund supervision to have the important practical significance.First of all,this paper analyzes the current situation and existing problems of the use and management of the funds for development supported by the Xi'an Municipal Government;secondly,on the basis of reading a large number of the latest research results on the performance evaluation of government funds at home and abroad,According to the actual characteristics of the development of small and micro enterprises,the performance evaluation index system of government financial support fund is constructed,and the analytic hierarchy process(AHP)is used to evaluate the performance of the government financial support fund,according to the actual characteristics of the development of small and micro enterprises.Then selected some small and micro enterprises supported by the government as a case to implement the relevant fund performance evaluation process,the performance evaluation will be concluded.Finally,according to the results of the analysis the author pots forward the countermeasures to improve the use and managemnt of financial support funds,and helps the government to effectively improve the efficiency of the use of financial support funds.The third chapter of this paper shows the current situation and existing problems of the performance management of the government financial support gund,and the fourth chapter constructs the performance evaluation index system of the financial support fund.The fifth chapter selects the case enterprise to carry on the support fund performance data contrast analysis,the sixth chapter to Xi'an financial support fund use benefit enhancement proposed the proposal.Through the research of this paper,to provide help for the government to allocate the support funds reasonably and improve the efficiency of the support work.
