Scientific and technological innovation is the key factor to promote the development of the national economy,and the transformation project of science and technology achievements is the first step to transform the achievements of scientific and technological innovation into the actual productive forces.In recent years,China has paid more and more attention to the transformation of scientific and technological achievements,and Jilin Province has established the “Double Ten Project” for special funds for scientific and technological achievements transformation.However,overall,although scientific and technological funding has increased year by year,The rate of transformation of scientific and technological achievements is still far behind the developed countries.At present,there are still many problems in China's performance auditing and evaluation work on the economics,efficiency,and effectiveness of the use of special funds for the transformation of scientific and technological achievements.Jilin Province has not yet carried out the work relating to the performance audit of the special funds for the scientific and technological achievements transformation projects.The evaluation of performance audits can help make more scientific decision and promote the modern management of the science and technology funds,it can also increase the conversion rate of the scientific and technological achievements while increasing the legal compliance of funds.Therefore,it is very important to establish a scientific and perfect performance auditing evaluation system based on the characteristics of Jilin Province's scientific and technological achievements transformation special fund project before carrying out the performance auditing evaluation work.This article combs the concepts and basic theories related to the transformation of scientific and technological achievements.It also summarizes the research findings of existing scholars on the performance audit of special funds projects for scientific and technological achievements.At the same time,the author participated in the audit and inspection of funds for the Jilin Provincial Science and Technology Development Plan Project carried out by the Science and Technology Department of Jilin Province in 2015-2016.Based on the above series of preparatory work,this paper analyzes the characteristics of the special fund project for the transformation of scientific and technological achievements established in the Science andTechnology Development Plan of Jilin Province,and finally determines the initial screening indicators.Then use the Delphy selecting the initial indexes,and determined 35 specific indexes including three levels from three aspects: project initial investment,project implementation process and project achievement.Next,the paper uses the analytic hierarchy process to construct the judgement matrix of each level index,calculating the specific weight of each level index with the help of matlab software and testing the result of the calculation strictly,finally it completes the establishment of the performance audit evaluation index system of the special fund project of Jilin Province scientific and technological achievements transformation.At the same time,this article also takes the Jilin province as a case of a special fund project for the transformation of scientific and technological achievements,and it uses the performance audit evaluation system to conduct a performance audit evaluation of the project by means of fuzzy comprehensive evaluation method,Based on the evaluation conclusions,it proposes some improvement measures.Finally,this paper briefly summarizes the research results of the article and puts forward the prospects for the subsequent research.
