Research On PPP Financing Of Urban Subway Traffic Project

Urban subway is one of the basic facilities of the city.Building subway can alleviate the pressure of urban traffic,guide the business layout of the city,and bring far-reaching and beneficial influence to the urban economy.In recent years,all parts of our country have set off the upsurge of urban subway traffic construction,and the urban subway traffic construction has begun to develop to the three line city.But subway construction investment and operation and maintenance need a lot of money,and the Metro policy loss is normal,resulting in large amount of financing and difficulty of subway project.And in order to control the government's financial liabilities in the country,the central government has tightened the local government debt.The shortage of financial construction funds in various places has formed a strong contradiction with the huge capital demand of subway construction,which seriously restricts the development of subway construction.Subway financing must take an innovative way of financing--publicprivate partnership(PPP),and try to guide social capital into large-scale public facilities construction.This paper is the application research,study how to use the PPP financing model to solve the financing problem in metro construction,try to summarize the problems and in-depth analysis of the main reasons and puts forward suggestions and solutions,based on a subway project financing real case--F No.three line,hope to bring new ideas to the problem of financing city subway project.The first part reviews and summarizes the three aspects of the theory and the theoretical basis of the subway,the public-private partnership mode(PPP)and the investment and financing of the subway.The second part first analyzes the current financial situation of F city through data,combined with the economic characteristics of F city and the guiding principles of the central policy documents,and gets the financing difficulties of line three.Then it shows the necessity of using PPP financing model in F metro line three,and analyzes its PPP financing structure to solve the problem of financing difficulties.The third part,through the prediction of the financial affordability of line three,draws the problem of excessive financial subsidies.Then it proposes solutions to the problem by combining the TOD development model and the financial structure.The third part appraise the whole PPP project from five aspects.The fourth part puts forward some suggestions for financing problems in F city subway construction,providing better reference for solving the capital problem of large-scale infrastructure construction,and providing relevant suggestions for the financing of China's subway transportation construction.
