Study On Inter-department Cooperation Problems In N District Guangzhou City Social Security Charges In Arrears

The development of social insurance in China is tough,along with a lot of problems,especially social insurance arrears and evasion.Some insurance companies are not active and refuse to pay the arrears,which increases difficulties on fund collection of social security,maintenance of the legitimate rights and interests of insured workers,bringing stable maintenance pressure to the relevant government departments,destroying the fair competition of enterprises,thus affecting the development of the realization of social justice and economic.Social insurance is the source of social insurance fund,so if the arrears problem becomes more and more serious,the social insurance system will break down.Since November 2009,Guangdong province(except Shenzhen)have implemented social insurance premium system.On the basis of collecting employee social security fee,Local Tax Bureau and Social Security Bureau enforce the law in terms of different stages,causing the difference in execution of relevant policy and the collection of social security fee arrears,which is not conducive to the collection and management to strengthen and standardize the social security costs and also add to the burden of enterprises.The multi-management system didn't only increase the burden of payment and payment costs to a certain extent,but also increased the difficulty of recovering arrears,resulting in some unclear legal problems between the departments easily,and affecting the quality of collecting arrears.This paper taking Guangzhou N District as an example,investigates the present situation of the social premiums within the jurisdiction of the arrears from the perspective of someone who collect social premium,and then carry on the preliminary discussion to the cause of the problems in the process of collection in order to find out the lack of policy and put forward effective proposals.This paper first introduces the research background and then analyzes the purpose of the collection of social insurance premium arrears in Guangzhou City,N District.In the meanwhile,using empirical research methods to illustrate the collaborative ways of different departments to collect social insurance arrears with the introduction of the current situation of N District branch of Guangzhou city social insurance fee arrears and the cooperation of different departments.According to the existing situations of social security fee arrears in N district,analysis of specific problems and their specific reasons is also carried out.,At the end of this paper,some countermeasures and suggestions are put forward to solve the problems of the poor cooperation among the departments in the process of collecting arrears of social insurance in Guangzhou,N District after careful arrangement of the research data and in-depth analysis.
