Research On Drug Traceability System Based On Supply And Demand Network

Drug safety is a matter of the national economy and the people's livelihood.In the face of frequent drug quality and safety accidents,European and American countries have long explored the establishment of traceability system to promote the supervision of drug quality and safety.Traceability system can trace and track all drug information,it is an important measure to reduce the occurrence of drug quality and safety events.China also attaches great importance to the research,introduction and establishment of drug traceability.China Food and Drug Administration began implementing the drug electronic supervision code early.But the policy of drug electronic supervision has many problems,the speed is relatively slow,the process is difficult,the China Food and Drug Administration has decided to suspend the implementation of electronic supervision of drugs,to encourage drug production enterprises as the main responsibility,establish a drug traceability system drug by using information technology.The drug traceability system is an important part of quality and safety management system for Pharmaceutical enterpris,the establishment of drug traceability system can not only reduce the quality of drug safety incidents,inhibition of the spread of drugs that have hidden dangers of quality and safety or disqualification,but also help the drug regulatory departments and enterprises to find the problem source quickly,identify and recall all the counterfeit drugs.This paper proposes the idea of building a drug traceability system based on the concept of Supply and Demand Network(SDN).On the basis of economic analysis of the drug traceability system established by enterprises,analyse the connotation,characteristics of the supply and demand network and the elements of traceability system,find the combination of the Supply and Demand Network concept and traceability system,explore and build a drug traceability system based on the Supply and Demand Network.Mainly from traditional supply chain enterprises change into Supply and Demand Network enterprises,the establishment of international uniform traceability code,traceability information system construction and node enterprise cooperation agreement,this paper expounds the foundation of building the traceability system based on Supply and Demand Network.Finally,on thebasis of theoretical analysis,considering China's national conditions,from the perspective of enterprises,governments and industry associations,this paper put forward countermeasures and suggestions for establishing traceability system of drugs.Through the analysis,the main conclusions are as follows: First,the economic reasons for the traceability system for drug quality and safety mainly include: there is widespread information asymmetry in drug market,there are externalities in drug quality and safety,the particularity of drugs and some drugs belong to public goods or quasi public goods.Second,there are many problems in the implementation of electronic supervision of pharmaceuticals,which affect the enthusiasm of enterprises and consumers.It is necessary to build a more efficient traceability system for drugs.Third,the drug traceability system can effectively solve the information asymmetry in the market and the resulting list of problems.Fourth,the total revenue of the drug traceability system based on Supply and Demand Network is superior to that of the system based on the traditional supply chain environment.Fifth,the drug traceability system based on Supply and Demand Network has advantages over the traditional supply chain traceability system in controlling the probability of drug safety incidents.Sixth,when implementing the traceability system based on Supply and Demand Network,every node enterprise can cooperate with each other better.When considering the interests of each node,each node can take into account the revenue of the whole drug Supply and Demand Network.Finally,based on this,the countermeasures and suggestions for establishing the traceability system of drugs are proposed from the perspective of enterprises,government and industry associations,such as: formulating and perfecting the laws and regulations on medicines traceability system,accelerate the formulation of drug traceability standards system,coordination of enterprises the input level of drug traceability system,pay attention to sales terminals and consumer demand,to play the role of industry associations.
