Since the reform and opening up more than 30 years ago,all our country's undertakings have achieved rapid development and great achievements attracting worldwide attention.The economic society continues to develop at a rapid rate,and the gap between the economic scale and the developed countries is gradually narrowing.The living standards of the people have been continuously improved and steadily improved.The modernization process has been further accelerated.The material life and cultural life of the Chinese people have entered a new era that is in sync with the world.Level 1 land development,uniform land acquisition by government agencies or government,land reorganization,compensation for attachment removal,construction of state-owned land,support for a certain degree of municipal infrastructure construction,realization of “three links and one leveling”,“five links and one leveling,” and “Seven links and one leveling." The core idea of land-level development is the combination of project management theory and mature experience in land development.This scientific production method transforms “living areas” into “rehabilitation sites” required by the secondary market,and requires the use of land and resources according to the urban planning requirements.To achieve the efficiency of land development.Based on the related theories of land first-level development and project management,this paper studies the existing development model of land-level projects from the theoretical level and the actual operation level of project management,and helps to grasp the land development in the current policy and market environment.The entire process of transformation will promote the landing and optimization of Qingdao's urban construction and development plans,help realize corporate profits,ensure the smooth progress of the first-level development projects,optimize the integration of resources,identify and improve the efficiency of capital utilization through project management risk analysis,and promote The benign operation of the primary and secondary markets in Qingdao.There is a lack of existing legal systems for the first-level development of land in China.It is necessary to further improve the legal system at the national level,clarify the functions and responsibilities of the government and enterprises,optimize existing development models,change the status quo of corporate interests and mismatches,and strengthen market supervision and improvement.The market access mechanism establishes a more open and transparent primary land market.
