Research On Cost Management About The Convert Military-oriented Enterprises To Civilian Production In Beijing Institute Of Space Launch Technology

It is necessary to attach great importance to cost management for any enterprise.This is the cornerstone of enterprises to build the core competitiveness.After years of development,China's military enterprises have achieved remarkable results in military cost management.In recent years,with the military reform and the needs of national economic and social development,"civil military integration" has gradually become the consensus of the development of national defense."Military-into-Civilian" as can effectively use the field of military enterprises,production technology,management and other advantages,promote the diversification of military enterprises,and service of national economic and social development.Beijing space technology launch Institute has promoted actively "Military-into-Civilian" in recent years according to the needs of national development strategies and the reality of the enterprise,and achieved certain results.But from a practical point of view,the project cost management of "Military-into-Civilian" is more obvious.In order to better promote the development of "Military-into-Civilian" in Beijing Space Research Institute,the shortage existed were discussed by questionnaires,interviews and other channels,which included problems: the cost classification management is not implemented,the whole staff cost management has not been recognized,the R & D cycle and cost are beyond expectations,and the standardization construction lags behind,etc.Finally,put forward some suggestions including: promote classified cost management,strengthen all staff cost management,and pay attention to the standardization construction in reference for the better development of the "Military-into-Civilian" in Beijing Space Research Institute.
