Research On Design Of Enterprise Reform Plan And Implementation Strategy For H Testing Center

After thirty years of development,the Chinese testing institutions for agricultural products and food products which belong to the government have reached a certain level and scale.These testing institutions made great contributions to the protection of quality and safety on agricultural products and food products and promoted the prosperity and development of the market.But in today's ever-changing environment,these state-owned testing institutions are also facing new problems.Social attention to food safety and strengthened technical barriers to international trade have provided unprecedented opportunities to China's food and agricultural product testing industry.In the meantime,we should know that after joining the WTO,the government lifted the control over the testing market,making domestic private testing institutions expand gradually and large foreign testing institutions seize the market actively and intensifying the market competition.These years the Chinese government is trying to turn into the "service type" government,encouraging government departments at all levels to buy testing services from the market and promoting the reform of public institutions.In this context,H testing center,a public institution affiliated with the government,is facing the crisis of survival and development.So if it want to adapt to the policy and participate in the competition,the best choice is carrying out the reform of enterprise and taking the road of market-oriented development.Firstly,this paper introduced the current situation of the H testing center,analyzed the main problems about its backward system,lack of awareness of market mechanism and rigid management mechanism,and expounds the necessity and feasibility of the enterprise reform of H testing center.Secondly,the author analyzed the domestic and foreign testing organization's operation modes which can be used for reference.Thirdly by drawing on the experience of the reform of the public testing institutions and the modes of management and operation of independent third-party testing companies,this paper designed the enterprise reform program for H testing center.At last,this paper described how to carry out the program in detail from six aspects: setting up a test company,theoptimizing the organizational structure,resettled personnel reasonably,building talent team,improving the management level and the testing ability,strengthening market development.Under the background of governmentaffiliated testing institution reform,the enterprise reform is an inevitable trend,I hope this paper can provide a direction for the future development of government-affiliated testing institutions,and promote the healthy development of Chinese third-party testing market.
