The competition of talents is the inexhaustible motive force of social competition,and education is the main way to cultivate talents.Education is the cornerstone of a nation's revitalization,the foundation of a country's prosperity and development,and the key to improving national or regional competitiveness.Therefore,in order to promote the progress of the country and society,education is needed to promote the development of education,which is of great significance.In order to better promote the development of education,need the government's money,so how to make money in the investment and how much is the amount of money,needs scientific planning,the optimization of the structure of fiscal expenditure on education plays an important role in the development of education undertakings.However,the current structure of the fiscal expenditure on education such as education in hebei province from China high proportion,education investment ratio and economic development level is not matching,fiscal expenditure on education gap between urban and rural areas and equalization problem such as far,these problems affect the optimization of structure of financial expenditure on education in hebei province,in turn,affects the development of education in hebei province.Therefore,it is of great significance to base on the financial expenditure structure of hebei province education and put forward Suggestions for optimization so as to promote the development of education.Based on the fiscal expenditure theory,education fiscal theory,human capital theory and fiscal decentralization theory,this paper analyzes the necessity of optimizing the fiscal expenditure structure of education for the development of education.And combined with the actual data,by using the method of quantitative analysis,internal structure,hierarchical structure of fiscal expenditure on education in hebei province and analyzed the structure of urban and rural,found that exist in the internal structure of public funds for education expense proportion is low,the education from higher accounted for the proportion of fiscal expenditure on education,public funds into such problems as lack of stability;There are some problems in the hierarchical structure,such as low education expenditure per student of primary education and secondary education,unmatched education investment ratio and economic development level.In the structure of urban and rural areas,education per student is still far from equalization,and the stability of education per student in small and primary rural areas is insufficient.To slove these problems,this article begins to analyze the factors that can affect the structure of financial education expenditure in Hebei Province.Based on the qualitative analysis,we use Eviews software for quantitative analysis and find that it is financial expenditure that has a real impact on the structure of financial education expenditure in Hebei Province.Two factors with fiscal decentralization.Finally,combining with the problems existing in the financial education expenditure structure of Hebei Province and the controlling factors of the financial education expenditure structure of Hebei Province,the countermeasures to optimize the structure of fiscal education expenditure are proposed: through rational education from proportion of fiscal expenditure on education,raise the proportion of public spending and other measures to improve the internal structure of fiscal expenditure on education in hebei province;to improve the hierarchical structure of fiscal education expenditure in Hebei Province by ensuring preferential investment in primary education,paying attention to the financial support for secondary education,and industrialization of higher education,etc.,by balancing financial and executive powers To increase the support for rural education and other measures to improve the urban and rural financial education spending in Hebei Province.
