| This paper is to summarize and refine the "Huzhou Model" of agricultural research and extension system basing on the in-depth analysis of the development process and operation modes of domestic and international agricultural technology extension system and practice experience of the innovation in Huzhou, which is different from the current one. With the cooperation of government-enterprise-university-institute in the form of "1+1+N" became more and more closer, this paper further puts forward the countermeasures of the system improvement in according to its bottleneck problems. From the perspective of sustainable development and the view of the constant updating, this paper is going to explore the double-helix structure of the new system of modern agricultural technology research and extension under the action of "visible hand"(government) and "invisible hand"(market) through the detailed analysis of the four advanced configurations, that is the highly perfect configuration of "1+1+N" system, the closer combined configuration in the form of "1×1×N", the integrated configuration of agricultural science and technology innovation team crossing industries and disciplines, the highly-advanced dynamic equilibrium configuration in the form of the research institute of agricultural leading industry combining public-oriented and market-oriented welfare. It draws the scientific conclusion of the collaborative double-helix model of agricultural research and extension system under the interaction of the government and the market in the updated demands, that can spontaneously raise to a higher configuration or stage with the rapid progress of the society, science and technology. It will promote the continuous development of modern agriculture industry. This paper is to make a pioneered exploration and a bold idea in order to further promote the reform and innovation of the research and extension system of modern agricultural science and technology in Huzhou and even the whole country. |
