As a typical pro-cycle industry,banking sector of China expands rapidly and overtakes Euramerican large banks in the period of rapid domestic economic growth.But at the same time,high returns also cover the existing risks to a certain extent,and mask the shortcomings of its compliance risk management and internal control.At present,with the contraction of export market and the gradual slowdown of domestic investment,the domestic economy begins to enter the structural transformation period,and the economic downward pressure has increased significantly.In the severe financial environment,the enterprise's overall profitability has declined,the field with pre-blind expansion and the business risk of illegal operation have gradually exposed.Especially for the banking of "A province",greater economic losses for the state and commercial banks themselves are brought by the accumulation of local financial risk,frequent major financial cases,increasing amount of non-performing loans.Under this environment,Risk management has become the primary theme for the survival and sustainable development of "A province" banking industry.In the risk composition,credit risk,market risk and operational risk are the three traditional risks of commercial banks.However,from the aspect of risk control,the risk of compliance of commercial banks is the real core risk compared with those three kinds of risks,which can be believed to be the basis of controlling and reducing other risks.Currently,based on external regulatory requirements and endogenous management needs,China's banking compliance risk management has achieved a phased outcome that banks have set up their own compliance risk management system and regulations and established the corresponding Compliance Risk Management Departments.However,their overall management level,resource investment and effectiveness haven't yet matched with complex internal and external situation and large asset scale.More compliance risk management has been executed formally but lacks substantive implementation,which is the impetus of this writing for developing optimization research of compliance risk management of "N bank" "A province" banking branch.Starting from the concept of compliance risk management,this paper analyzes the overall risk management,corporate governance,internal control and process bank theory,summarizes the relevant research contents at home and abroad,and deepens the understanding of commercial Bank's compliance risk management.On this basis,taking,"N bank A branch" as an example,this paper specifically analyzes the status quo of its compliance risk management in policy,organization structure,resource allocation,assessment system,management process,and compliance culture.Moreover,the main problems and reasons are summarized through questionnaires and case studies.By comparing with the advanced practice of foreign commercial banks ' compliance risk management and combining with the actual situation of "A branch",this paper puts forward some suggestions,mainly including improving the system management process,establishing the cooperative mechanism of "Three defensive lines" of compliance risk management,speeding up the information construction of the compliance risk management,strengthening the independence of the compliance department,optimizing the resource allocation and assessment,promoting the construction of compliance culture and so on.Finally,it concludes that compliance risk management is not a static scattering management.We should focus on its comprehensiveness and sustainability to make a dynamic management network,and finally its effectiveness will be achieved.
