The bidding and purchasing of the power enterprises are large-scale and frequent,therefore the funds of the bidding agency need scientific methods of fund management.Bidding funds include bid fee,bid bond,interest of bond,and bidding agent service fee.The work of bidding funds management spends a lot of time and energy,while information security and money safety involved can not be underestimated.The traditional tendering business process has been incapable of large quantities of fund management,business process reengineering and management informationalizing are imperative.The purpose of this paper is to provide financial management solutions for S Tendering Company.In the process of analyzing and reengineering,the mathematical model of queuing theory is innovatively used to calculate the queuing index,obtaining the degree of congestion in each operation link,so as to improve the efficiency of operation.The information technology is scientifically selected as an advanced management tool,transferring the new process from off-line to on-line.The business process is digitized,standardized and normalized by the information system,and the organizational boundaries are broken to achieve business process reengineering.Finally,a balanced scorecard is used to verify the effect from four levels:finance,customer satisfaction,business process,learning and growth,to evaluate the long-term value of the program to the enterprise.This thesis takes S tendering company,which is a bidding agency of shandong electric power group,as the research object,analyzing the cash flow in the bidding process,using fund management,project management and BPR theory as theoretical tools,turning to IT developers for technical supports,finally designs a bidding fund management system.The management system distributes exclusive sub-account for each project,it can manage the financial data of different projects independently during the bidding process,various functions can be realized,so that improving the timeliness and accuracy of bidding tender receipt and payment of funds.Data transmissions interfaced with the accounting system,tax system,invoice receipt printing system are also designed,they can generate accounting vouchers,issue VAT invoices,print voucher and attachments in quantities.To actualize the BPR plan,security measures which like office layout,publicizing,training,organization adjustment and position authority setting are also needed to complete.This program of BPR and MIS is expected to be popular in the electric power industry and other capital intensive industries to promote the application of bidding agencies,it can greatly enhance the performance of S tendering company.
