Rational and efficient Information System Planning approach plays a decisive role in the success of enterprises'Management Information System implementation. Traditional ISP approach is function-oriented or data-oriented, which focuses only on the automation of original process flow while neglects the rationality of the process flow itself. Business Process Reengineering is the analysis and optimization of existing business process by which to achieve the overall strategic objectives on the enterprise operational level. The differences between function and processes concept have a tremendous impact on the ISP approach. This thesis systematic analyzes the limitation in the application of two theories, points out the characteristics of ISP method based on BPR compared to the traditional planning methods, proposes the approach and model of the ISP based on BPR, and applies it in the power-supply marketing information system planning, carries out the empirical study.
