Study On Cost Control Of PL Resettlement Project

The relocation and resettlement project is designed to improve the living conditions and living standards of residents in natural disaster prone areas and poor mountainous areas and to live a better life on the basis of ensuring the safety of the lives and property of the residents.Therefore,a series of relocation and resettlement projects have been carried out by the government.“The decision of the CPC Central Committee and the State Council on winning the battle against poverty”(2015 No.34)and“Shaanxi Provincial People's Government of the Shaanxi Provincial Committee of the CPC put forward the implementation of the decision of the CPC Central Committee and the State Council on winning the battle against poverty.”(2015No.20)has been published in recent years.In order to improve the living standards of the masses,it is proposed to take the relocation of migrants as the livelihood projects of the nature,the global development projects and the key ecological projects.In-2017 2016,Shaanxi Province promulgated “ the detailed rules for the implementation of the relocation of Shaanxi immigrant(poverty relief)”and “the overall planning of relocation and resettlement of migrants in Shaanxi Province in13 th Five-Year ”,which specifically instruct the specific implementation of the relocation and resettlement projects.However,in practice,the biggest challenge facing the resettlement project is the serious shortage of funds.The government and immigrants must invest a lot of manpower and financial resources.Therefore,before the implementation of the project,the government needs to take into account the cost of the government and the individual,the specific cost of the cost,and minimize the cost on the basis of ensuring the proper arrangement of the migrants,which is the significance of this article.In this paper,a new rural community construction in Gu Gou Village in Changan District cannon is taken as an example.According to the actual situation of the project,a practical plan is made to control the cost,so as to achieve the purpose of improving the benefit and reducing the cost,and to provide a reference for the policy making and project implementation of the government departments.This study takes the construction of new rural community construction in ancient gully village in Changan District Cannon Street as an example.First,it analyzes the present situation of the relocation and resettlement projects in ancient gully village,analyzes the cost of the project in detail,and then analyzes the cost control of the project through detailed investigation and analysis,and analyzes the capacity of the project in the process of cost control.The contradiction between the original living conditions and the design points of the resettlement sites,inappropriate site selection,serious cost of material costs and low cost control efficiency are easy to occur.Then,according to the actual situation,this paper makes a thorough analysis of four aspects,such as plan formulation,planning and site selection,material purchase and cost control management,and puts forward measures to control the construction and material budget,select the best address and strengthen the project management in different stages,so as to achieve the purpose of the cost saving and the maximum benefit.Finally,in order to solve the problems arising in the migration and relocation projects,this study aims at the status of the government agencies in the relocation of resettlement projects,mainly considering the three aspects of the sources of funds,education and training and the development of the follow-up industry,and puts forward a multi channel fund raising,supporting the local characteristic industry,and doing a good job of immigrant education.Training and training work and other corresponding countermeasures and suggestions.
