Research On The Reform Of State Fiscal Treasury Management——

Since 2002,Haikou has started the Treasury Management System Reform.After more than ten years of reform,Haikou has achieved several good results,but there are still some problems in practice,hindering the further development of reform.with the current financial management mode of Haikou,the separation of financial treasury management and financial fund payment business has caused several problems,such as inefficient duplication of work,slow feedback of budget implementation,imbalance of personnel and work ratios,and weakening of financial supervision and management functions,which have not only affected the improvement of work efficiency and the improvement of budget management,but also have caused the absence of the functions of treasury management and supervision,severely restricting the further deepening and perfection of the Treasury Management System Reform and to a certain extent hindering the sustainable development of the financial undertakings.In order to optimize the allocation of human resources,improve the efficiency of financial work and enhance the ability of financial management,the reform of Big Fiscal Treasury is necessary,which effectively integrate the organization,functions and job division between the Treasury Department and the Treasury Payment Bureau to form a better management mode for the Treasury work of Haikou.The Fiscal Treasury Management System not only includes the unified set-up of financial funds account,the unified receipt and payment of financial funds and the perfect technical support system,but also includes the sound treasury management system and perfect supervision system.The establishment of the Big Fiscal Treasury management mode will help the treasury management to be implemented and perfected.Firstly,this paper introduces the organization,functions and personnel allocation of the Treasury Department of Haikou Finance Bureau and the Treasury Payment Bureau of Haikou.Secondly,this paper points out the main problems of the current treasury management mode of Haikou.Through in-depth analysis of the causes of the above problems,it is concluded that the main reason is the separation of treasury management and payment business.Finally,this paper puts forward some suggestions on perfecting the current fiscal treasury management mode of Haikou,that is,to optimize the allocation of human resources through the integration of two organizations,to improve the functions of fiscal treasury by adjusting business modules,and to speed up the institutionalization of fiscal treasury management by defining the division of responsibilities.The Big Fiscal Treasury management mode can deepen the reform of Fiscal Treasury Management.
