At present,the chain of drug retail industry in China has been expanding,and the dominant position of chain pharmacies in the drug retail industry has become increasingly obvious.On the one hand,the rapid expansion of drug retail chain enterprises and the continuous improvement of drug retail chain rates are not highly standardized.On the other hand,the reform of the food and drug regulatory system has also had a certain impact on the professional supervision of drugs.There are some problems in the supervision of drug retail chain enterprises in changzhou city,such as the lack of mechanism to guide the standardized development of enterprises,the lack of orderly and efficient supervision measures,and the lack of sufficient punishment and lack of deterrent power.These regulatory issues have not only significantly increased the business risk of enterprises and the regulatory risk of the government,but also significantly increased the risk of people's drug use safety.The main reasons for the in-depth study of the problem lie in the following:the imperfect licensing standards have led to the failure of the access mechanism,and the inaccessibility of the regulatory system has led to the weakening of the supervision of drug retail chains.Imperfect laws and regulations of drug retail chain enterprises lead to insufficient deterrent power of punishment.This paper adopts the literature research method,through collecting domestic and foreign literature related to the supervision of drug retail chain enterprises,to find out the experience of reference value as a reference for the supervision of pharmaceutical retail chain enterprises in changzhou.At the same time,statistical analysis method and interview method were used to analyze the current situation and problems of the supervision of pharmaceutical retail chain enterprises in Changzhou,and to obtain first-hand information on the supervision status of pharmaceutical retail chain enterprises in Changzhou after the adjustment of national policies and the reform of the regulatory system.The thesis is based on the social supervision theory and the economic supervision theory in the government supervision theory.Starting from the theory of access and investment regulation in economic supervision theory,quality supervision,information supervision and social supervision theory,the theory of public goods,the theory of externality,and the theory of information asymmetry,we combined the actual situation in Changzhou.We have put forward some specific measures for regulation:We will establish and improve the entry and exit mechanisms for drug retail chains,and encourage them to innovate and develop their models.Measures should be taken to optimize the supervision and administration of drug retail chain enterprises by establishing a mechanism of classified and graded supervision,promoting the implementation of corporate principal responsibility,and giving full play to the role of social co-governance.The laws and regulations of drug retail chain enterprises should be improved from the aspects of clarifying the legal status and legal responsibilities of drug retail chain enterprises,improving the basis of cross-regional chain supervision,standardizing the behavior of entrusted storage and distribution of drugs,and enhancing the deterrent power of supervision and punishment.
