Off-campus training institutions(referred to in this article as “off-campus training institutions” refer to private education and training institutions that conduct non-academic education for primary and secondary school students,unless otherwise specified,by individuals or social organizations other than government agencies.It is a supplement to school education and has a positive effect on satisfying students' selective learning needs,cultivating their development interests and expanding their overall quality.However,in recent years,some non-standard training institutions have been prominent in their own school behaviors.The government has taken many measures for the supervision of training institutions,and has formed a relatively complete government supervision system for off-campus training institutions.It has also achieved obvious results,but there are still a series of problems that need to be solved.This paper takes Zhengzhou City as an example to study the government supervision system of off-campus training institutions.The first part expounds the background and significance of the research,and studies the relevant literatures of domestic and foreign government supervision,and clarifies the purpose and content of the research.Literature search and analysis methods,consulting survey methods,comparative analysis methods,inductive deduction methods and other methods were studied,and research ideas were clarified.The second part of the article defines the related concepts involved in the government supervision system of off-campus training institutions.This paper uses market failure theory and public product theory to conduct in-depth research on the government supervision system of off-campus training institutions.The third part of the article describes the functions of the government supervision system of off-campus training institutions: one is to provide government supervision standards for off-campus training institutions;the other is to improve the government supervision ability of off-campus training institutions;and the third is to enhance the government supervision effect of off-campus training institutions.The fourth part expounds the status quo of the government supervision system of the external training institutions from four aspects: supervision system,supervision function,supervision content and supervision mode.After research,it is found that there are some stagnations in the government supervision system of the external training institutions: access approval,license status,evaluation and grading;some supervisory functions such as “who approves and supervises”,scope of supervision,and functional division are absent or misplaced.Regulatory content development,content linkage and other regulatory content are relatively rough,and there are still problems such as relatively rigid regulatory forms and low degree of regulatory modernization.Through the analysis and research on the causes of the problems,the paper puts forward the perfect countermeasures for the government supervision system of the off-campus training institutions: First,improve the supervision system of approval,license identity,rating and evaluation;secondly,clarify the duties of the education department and optimize the functions.Divide and form a combination of supervision and other means to optimize the supervision function;Third,solve the problem of rough supervision content by refining content and promoting coordination and linkage;Fourth,innovate through innovative daily supervision,special governance,guiding industry associations,and increasing publicity and guidance.Regulatory approach.
