Research On China’s Government Procurement Regulatory Mechanism

Government procurement is the embodiment of government administrative behavior,and it directly affects the image of the government and the implementation of the policy.The construction of government procurement supervision mechanism is the key to improve the government procurement system,for whether various policies of government procurement work depend on whether the whole process of procurement can be effectively supervised.The government procurement had a later beginning in our country,but it developed rapidly,and made progress in procurement procedure specification and supervision mechanism construction.Compared with the large-scaled procurement,our government procurement regulation is not sufficient.At present,our government procurement regulatory system is far from mature,there are regulatory loopholes exists in government procurement,restrict the function of government procurement,so we should refer to the reality,exploring where the problems of government procurement regulatory mechanism are,taking measures to improve the supervision mechanism immediately,and promoting the healthy development of government procurement.Most of the developed countries have established a highly efficient government procurement supervision mechanism.Our country is in the stage of building its socialist market economy system,therefore,it is of great significance to improve the government procurement supervision mechanism.With the continuous improvement of government procurement supervision mechanism,the responsible’s expected risk loss and illegal risk cost have been increased,thus guarantees the smoothness of the reform of the government procurement mechanism;the fund can be fully saved and the utilization of financial fund can be greatly increased;government’s macroeconomic regulation and control level will be improved,which means the loss,idle and waste of state-owned estate will be noticed and prevented timely.This is of great practical significance in deepening the reform of our government procurement system and promoting the healthy development of the national economy.Four parts are included in this paper:firstly, summarized the connotation of the regulatory mechanism of our government procurement,and cardedthechoroidsof development context of the regulatory mechanism our government procurement; secondly,explained the present situation of the government procurement supervision mechanism,and discussed the existing problems lie in it;thirdly,analyzed the typical cases of our government procurement,studied the existing problems,and tried to explain the reasons;fourthly,summarized the advanced experience of the western developed countries government procurement supervision mechanism,to provide valuable reference for our government procurement regulation research;finally,drawled lessons from domestic and international experience of supervision practice,put forward a set of reasonable suggestions to improve our government procurement supervision mechanism:perfect the laws and regulations of the government procurement supervision;promote the subject construction of government procurement;intensify supervision of the government procurement process,establish the information operation mechanism of government procurement;pay special attention to the cultivation of government procurement supervision personnel.
