On Operation Optimization Of The Government Guiding Fund Of Changzhou Development Zone

The government guiding fund means that the government invests in venture capital or establishes new venture capital by the way of equity or debt with capital from local government,financial and investment agencies and social capital in order to support the development of enterprises.With the deepening of reform,the booming of mass entrepreneurship and innovation and the need of new normal state of economic development,governments at all levels in China are setting up government guiding funds and more that 900 government guiding funds were established by the end of 2016 with whole capital over 2 trillion RMB.It is proved that the government guiding fund has played an very important role in improving the economic development and upgrading the industries.Under this background,the city of Changzhou is located in Yangtze River Delta with fast economic development.It is also making the effort to promote the government guiding fund to take active capital effect and has obtained good achievement.Changzhou Development Zone is especially the key area of the development of government fund in the city.This paper first describs the background and significance of the study,and it combined and summarized the relevant literature,introduced the object,ideas,methods and content of this study.Then through the analysis of research results at home and abroad,the author realized that the research on function,positioning of the government guiding fund is still in the exploration in China,and the market operation is far from the actual operation of the government guiding fund.Then,the author analyzed the advanced mode of domestic government guiding fund,Shenzhen Capital Group.By comparing with the operation situation of Changzhou development zone government guiding fund—WEZ fund,the author earnestly pointed out the existing problems of the fund.According with the actual situation,the author puts forward the direction for the future development of operation optimization of WEZ fund in Changzhou Development Zone,and gives the solutions from the aspects of management objectives,institutional improvement and team promotion,and especially to carry out independent management of the fund by means of marketization and specialization with aim of operation optimization,making the fund can play its due role,to better promote the industries through capital and enjoy the development bonus together.
