Research On ASEAN's Smart City Constructions And Chinese Enterprises' Participation Strategy

In essence,smart city is based on a new generation of information technology,and through the integration of urban information resources,to realize efficient city management in many fields,such as government affairs,business,transportation,medical treatment,and community.In recent years,more and more countries and regions have launched a new round of smart city policy plans and deployments around scientific and technological R&D,application innovation and basic environment,as well as put them into national strategies.It is also the mainstream trend to build innovative network and industrial alliance with multi-party cooperation,promote technical services of smart city and enhance international cooperation.This is also reflected in the strengthening of the "One Belt and One Road" strategy with the ASEAN regional strategies and the ASEAN national development plans.As the second largest economy in the world,after many years of development,the achievements of smart city constructions in China are remarkable.With the growing maturity of new generation information technology,the innovation driven effect of smart city construction in various fields is becoming more and more significant,which has laid a favorable condition for the smart city "going global" innovation.The ASEAN countries,such as Singapore,Malaysia etc.,are also actively promoting their smart city constructions,and have become global main test grounds to build smart cities,but the industrial and information development level of the ASEAN countries are quite different.How to grasp their actual conditions and participate in construction cooperation of smart cities in different models,scales,and levels,how to further strengthen optimal integration mode of different industries and enterprises,lay out unified cooperation,find out stage targets,key factors and major obstacles for international smart city constructions,those of which have become urgent problems.Existing studies domestic and abroad mainly focus on the comparison of smart city construction mode between China and foreign countries,stops short of researching for Chinese enterprises' participation in ASEAN countries' smart city constructions,based on the development status of China and ASEAN countries' smart city constructions.This article takes methods of literature analysis,case analysis,comparative analysis and statistical analysis,based on research for structure of industrial chain,construction content and advance of standardization,chooses the development of four major ASEAN countries for example,to compare and analyze their types,latest cases and data index etc.,as well as similarities and differences of smart city mode between China and those four countries,to analyze and conclude that due to different levels of industrial development,smart city stages and modes of Singapore,Malaysia,Thailand and Vietnam are different.However,with the advance of China's "One Belt,One Road" strategy and deepening development of bilateral economic and trade cooperation between China and ASEAN,all are more tend to be national strategy driven and service as purpose.Moreover,Chinese enterprises will play an important role in the ASEAN smart city construction,they can combine China's smart city construction modes and experience with different-scales,establish intensive local cooperation in the vertical industry chain and lateral service chain,through derivatives and differentiations of those enterprises already participated inside smart city ecosphere,drive and push the influx and concentration of periphery matching enterprises,form the nucleus,chain-gathering and web-gathering international collaborative web of smart city.
