Study On The Construction Of Smart Hefei

With the acceleration of urbanization and informatization, people set a higher request to the city management concept and management mode. The construction of smart city is considered as an effective way to solve the various problems in city development and management. It is helpful to change the mode of economic development, to promote the optimization and upgrading of industrial structure, to strengthen social management and to improve the quality of the residents’life. Hefei,which is an important provincial capital city in central region of China, has got a rapid expansion in scale and remarkable achievements of social economic development in recent years. But the problems which are restricting the rapid and sustainable development of Hefei have become increasingly apparent. The work of constructing smart city has been included in the agenda of the governmental work. The construction of smart city has been written into the Hefei’s’Twelfth Five Year Plan’. Put forward development goals of improving the level of network broadband and application intelligentized as the core, accelerating the development of information technology and city comprehensive fusion, constructing smart Hefei with the main characteristics of digitalization, network and intelligence. The construction of smart Hefei is still in its infancy. However, at present no scholar has conducted research on that how to construct smart city content, emphasis, construction mode and safeguard measures Scientifically based on the characteristics of Hefei. So to do a study on the construction of smart Hefei can not only enrich the theory of smart city construction but also provide real basis for the government department of Hefei to formulate relevant policies on smart Hefei construction scientifically. So this study has a strong theoretical value and practical significance.By using the normative analysis method and empirical analysis method, literature survey method and case analysis method etc., this paper based on the review on the relevant theory of abroad and domestic smart city, firstly described the meaning, characteristics and significance of smart city, then introduces the concept of construction contents, influence factors and construction mode of smart city. Secondly, from the aspects of the construction goal and idea, construction content, construction mode of smart city to analyze the construction situation of typical smart city such as Singapore, Shanghai and Guangzhou, then get the inspiration on the Construction of smart Hefei. Thirdly, use SWOT Analysis method to analyze advantages and disadvantages as well as opportunities and threats in the construction of smart Hefei. Finally, on the basis of SWOT analysis, combined with the goal of smart Hefei’s construction which was proposed by Hefei government, put forward the specific content and major projects of smart Hefei’s construction, different construction mode at different stages and the corresponding safeguard measures.
