The Enlightenment From Australian National Disability Insurance Scheme For The Social Security And Welfare System In The Socialism With Chinese Characteristic

The cause of the disabled is an important part of the socialist cause with Chinese characteristics.For our country,the size of this group is relatively large.Fulfill the duty to assist people with disability is of great significance to the full construction of a well-to-do society and the realization of the Chinese dream of a great rejuvenation of the Chinese nation.The disability insurance scheme is a relatively new concept of welfare system for people with disabilities throughout the world.People-oriented is one of its features.Throughout the implementation process in other countries in Europe and North America that have introduced insurance-related mechanisms,Australia has been selected as a model for reference and as a country that implements the disability insurance scheme.This article interprets and analyzes Australia's national disability insurance mechanism from the perspective of Australia's national profile,the background of Australia's National Disability Insurance System(NDIS),target group,the shift in the role of social workers,and the implementation of NDIS.There are five main features of NDIS summrised as following—all-facet coordinated and people-oriented;scientific management and resource determination;stimulating potential and organistional unity;cross-border collaboration and mutual coordination;organizational innovation and targeted service.These will contribute the implementation of NDIS.The actual practice of implementation proposes inspiration for the application of social security and welfare renovation with Chinese characteristics in a new era.
