Small and micro businesses is an important force for economic development in recent years,for China's economic growth slowed,the strength of state-owned enterprise and large enterprise decreased,transformation is needed.A series of policies as "MadeinChina2025" plan,"Internet +" ? "The mass innovation entrepreneurship" were introduced.National and local government has much more attention for small and micro businesses,there are some institutions,tax policies and support measures had been introduced to support small and micro businesses.So it is a challenge,also an opportunity for a explosive growth.This paper mainly studies the constraints of the development of small and micro businesses in Tangshan A High-tech Incubator.Using some methods as data analysis,literature research,depth interviews and business surveys,to know the scale of enterprises,scientific research ability,development ability,personnel and other aspects of the base.Through the analysis of various factors,find out the constraints of the development of small and micro enterprises in Tangshan A Center,these constraints are Human resource cost,financing problem,Backward products,Technology R & D capability,market environment,and puts forward some suggestions to promote the further development of enterprises according to the constraints.
