Since the implementation of the classification reform of public institutions in 2012,the overall operating situation of public institutions in China has changed greatly.However,with the further deepening of reform,it also highlights that the problems of employee training and incentives in institutions.Due to the dual attributes of public welfare and market,the problem of employee motivation in the second type of public welfare institutions is more obvious.In this paper,AK Technology Center as the research object,and its performance management has been studied,in order to provide some reference for the performance management research of the second type of public welfare institutions.AK Technology Center is a typical public welfare institution of the second type,mainly engaged in safety education and training,safety technical consultation,occupational health monitoring and inspection,safety publicity services.There are two types of business,one is fully involved in market competition,and the other is responsible for social public service.The performance management system was established at the beginning of the establishment,but with the reform of the institutions and the business development needs,the original performance management system exposed more problems.Therefore,this paper will deeply analyze the original performance management of AK Technology Center,find out the problems and reasons of the original performance management system through data analysis and interviews,and explore the optimization and improvement measures to ensure the effective operation of the performance management system.This paper is mainly divided into six parts.The first chapter introduces the background and significance of the research,as well as the practical significance and feasibility of the research,and clear the research ideas and methods.The second chapter mainly introduces the related concepts and theories of performance management and public institutions,and focusing on the main features of performance management of the second type of public welfare institutions.The third chapter first introduce the basic situation of AK Technology Center,and its internal and external environment,find out the current situation and problems of the performance management of AK Technology Center by means of date collection,interviews and literature research,then a comprehensive analysis the reasons.The fourth chapter aims at the problems of performance management in AK Technology Center,combines the related theoretical knowledge and practice of performance management,explores the solution to the problems,and puts forward the optimization program of performance management in line with the development of AK Technology Center,mainly including establishing a scientific and reasonable performance index system,strengthening performance communication and feedback,and implementing the performance results.The fifth chapter puts forward the safeguard measures that AK Technology Center should take in the process of implementing the performance management optimization program,and compares the performance management program before and after optimization,and summarizes the improvement and shortcomings of the optimization scheme.The sixth chapter summarizes the whole thesis,summarizes the author's harvest and prospects for the follow-up work.
