Research On The Transformation Of Government Business Functions Under The New Normal

Under the economic new normal,it is important to deal with the relationship between government and market.This paper explores the transformation of local government business functions under the economic new normal.After introducing the basic connotations of the government functions and the government business functions,this paper emphatically introduces three related theories about government functions: public product theory,the government intervention theory and new public service theory.Under the background of the domestic macro economy and Wuxi economy,combined with the target and current situation of the government business functions,this paper analysis the directions of the government business functional change: lower economic growing speed leads to decentralization,the change of the economic growing power leads to more effective regulation,the change of the economic structure leads to higher quality services.In the past several years,bureau of industry and commerce in Wuxi pushed out a series of reforms about decentralization,effective regulation and high quality services.Through the practices in Wuxi,we can see the achievements of the transformation.However,we can also summarize some problems: chaos after decentralization,onerous regulation task and the further improvement of the public service.There are some reasons accounting for these problems,such as the lack of supporting measures,inefficient functioning in government,weak service awareness.To solve the problems,we can adopt these measures,including consummating individual credit information,integrating regulation power and reinforcing the public participation in evaluation.
