Since the beginning of last century,the rapid advancement of industrialization and the development and utilization of new energy technologies have made the global economy develop rapidly.However,the extensive pollution emissions and backward environmental governance and regulatory mechanisms have caused unprecedented damage to the environment of industrialized countries in the world.Among all kinds of environmental problems,haze pollution has the most significant adverse impact on human health.In recent years,most parts of our country suffer from haze pollution,especially the large-scale haze weather which occurs in most parts of northern China in winter every year,which has caused great harm to people's lives.At the Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China,the Party Central Committee,with General Secretary Xi as its core,put forward five development concepts of "innovation,coordination,green,open and sharing".It promoted "coordinated development" and "green development" to a new height,especiallyhighlighting the great importance and serious concern for environmental issues in the process of economic development.At the same time,governments at all levels and the people have a more comprehensive understanding of the environmental problems arising from economic development.Faced with the increasingly severe air quality problems,people have begun to realize the serious haze caused by haze pollution,and have made a strong call to improve the status of air pollution and control the haze.In view of the severe reality of haze pollution in Xi'an,this paper selected six urban districts of Xi'an City(XinchengDistrict,Beilin District,Lianhu District,Baqiao District,Yanta District and Weiyang District)as the research object,calculated the economic losses of haze pollution to residents in Xi'an urban area through available data,and put forward suggestions to improve and solve the problem of haze pollution in Xi'an City based on the economic losses.The study solved two key problems:(1)how to calculate the economic losses caused by haze pollution to the human health of residents in the six urban districts of Xi'an by accessible data;(2)what suggestions are put forward to deal with the economic losses caused by haze pollution to the human health of residents in the six urban districts of Xi'an.Firstly,starting with the research background,research purpose,research significance,research ideas,research methods and existing research results at home and abroad,this paper gives a general description of the research content and clarifies the overall research logic.Secondly,based on the theoretical basis of haze pollution human health loss accounting and response research,the relevant theories and concepts involved in this paper are carried out.This paper elaborates and defines the haze pollution and provides abundant theoretical support for the whole research process.Furthermore,it calculates the human health loss of six urban districts of Xi'an caused by haze pollution,which is the key research part of this paper.It calculates the direct economic loss of haze pollution to the human health of residents of six urban districts of Xi'an by establishing multiple regression model and using the statistical method of sample estimation.Statistical model was established to calculate indirect economic loss of human health in six urban districts of Xi'an.The results show that the economic loss caused by haze pollution in Xi'an can not be ignored.Then,based on the results of loss accounting,the scheme of haze pollution control in Xi'an was designed,and the 16-character policy of "scientific understanding of haze,staggering peak production,strengthening guarantee and combining prevention and control" was put forward.Through four aspects of design principle,design framework,design content and design effect evaluation,the haze pollution control scheme in Xi'an is comprehensively analyzed.Based on the design of haze pollution control scheme in Xi'an,this paper puts forward countermeasures and suggestions from four aspects of policy,technology,economy and culture to ensure the implementation of haze pollution control scheme in Xi'an.Finally,the whole research basis and countermeasures are proposed.Based on the summary of the full text,the future is prospected.At the same time,the conclusions of this study can also provide a basis and reference for people to prevent and control haze to a certain extent,and provide a reference for the treatment of haze pollution in other areas with frequent haze pollution in China.The main innovations of this paper are as follows:when calculating the economic loss of haze pollution to human health in the six urban districts of Xi'an,not only the direct loss of haze pollution to human health is considered,but also the indirect loss caused by haze prevention and treatment and haze disease is also calculated.When calculating the direct loss caused by haze pollution to human health,from the perspective of universality,on the one hand,only the respiratory day is considered.On the other hand,the incidental case of death due to haze in respiratory department is eliminated so as to accord with the reality of haze-related diseases in the public.This paper first or earlier passes the medical record data of outpatient and emergency patients in respiratory department of Xi'an Third First-Class Hospital.The economic loss caused by haze pollution to human health in Xi'an was studied,and the most direct related loss results of haze pollution to human health in Xi'an were obtained,which provided support for comprehensive control of air quality and improvement of haze pollution in Xi'an.
