Fertilizer is an important resource for the development of a country's agricultural means of production.With China's grain output rising,fertilizer consumption has entered period of rapid growth,by which the pressure on the environment is growing also the quality of agricultural products is decreasing;all of above thereby spawned a thriving of organic fertilizer industry.Vinegar lees are wastes of vinegar industry,but it is rich in organic matter and contains a large number of elements required for plant growth:nitrogen,phosphorus,potassium,also a variety of minerals and trace elements.Microorganisms were used to transform the vinegar lees,after the end of fermentation not only the moisture was reduced from 70%to 30%but also greatly reduced the crushing difficulty of the materials,in this way,the nutrient was increased while low energy consumed.The end products reached the current standard of NY525 indicated by Ministry of Agriculture,and hence greatly improved the value of vinegar lees.That promoting the use of organic waste to produce organic fertilizer is our strategic decision to realize the low-carbon production,environment friendly and agro-ecological cycle conception.Also,that developing vinegar lees and other organic waste as raw materials to produce organic fertilizer by using microbial fermentation technology was in line with national industrial policy,conducive to solve our environmental problems and improve economic efficiency of brewing industry,meanwhile provides safe and green production goods for plantation,enhance the quality of agricultural products,realize low-carbon production and waste recycling through the microbial technology,hence extending the industrial chain,embarking on circular economic development.Before the project implementation,it is important to study the feasibility,necessity,importance and the techniques,programs,operating conditions,safeguards,economic,social and environmental impacts that were involved in the project,these are the most scientific decision-making method of project investment.The feasibility studies of the project that HS Company use vinegar lees as raw materials to produce organic fertilizer by biotechnological means not only assures the expected capital gains but also provides reference and theoretical basis for other brewing companies,even edible fungus industries and planting industries to resolve organic solid wastes,achieve circular economy,improve the economic efficiency of enterprises,of which has a very important theoretical and practical significance.In this paper,by studying the circular economy,wastes recycling,microbial technology,the importance and necessity of the feasibility study before the project starts,combined with the summary and analysis of the related historical data of HS company,applied the theory and method of the project feasibility study,we get the conclusion that the project that HS use vinegar lees as raw materials to produce 200,000 tons organic fertilizer per year by biotechnological means is internationally leading and domestically first-class regards the production techniques and the technology level,also the project is economically viable with lower risk,able to achieve low-carbon production and then bring about environment-friendly society with better social benefits.
