Water resource is an important factor of production for national economic growth. However, water resources in northern China are relatively short.Without adequate water supply, urbanization and economic growth will be greatly hindered.During the 40 years of reform and opening-up,the urban population of our country has increased from 200 million to 800 million. This change has broken the matching state between population and water resources, making the limited water resources around cities in the northern region unable to meet the doubled water demand of cities, and the difficulty of transportation of water resources has also made the mobilization of water resources unable to keep up with the pace of urbanization. The urban water crisis in northern China has gradually evolved into a systematic imbalance of water resources utilization, urbanization and economic growth. The government timely pointed out that China's urbanization layout should adapt to the carrying capacity of water resources and environment, save and intensive water resources, and solve the problem of urban water shortage. The purpose of this paper is to alleviate the uncoordinated state between water resources utilization and urbanization and economic growth in the northern region, alleviate the pressure of water supply in the northern cities, eliminate the water resources crisis for the stable economic growth in the northern region, solve the contradiction between water resources utilization and urbanization, reduce the resistance of population urbanization, indirectly promote regional economic growth and promote social and economic development.Harmonious development of economy and ecology. From the perspective of urbanization, this paper establishes an interactive response system of water resources, urbanization and economic growth in northern China, and studies the dynamic response of internal factors of the system. In the course of the study,it is found that due to the limited amount of water resources around the city, the high population density and the industrial agglomeration.Causes such as agglomeration have resulted in huge local water demand and local water resources crisis. The contradiction between urbanization and water resources utilization has deepened, which has a negative impact on regional economic growth. In the process of empirical test,we use panel data vector autoregressive method to analyze the dynamic relationship of the three variables, and use generalized moment estimation to measure the dynamic relationship coefficient of variables, and use impulse response to visually express the impact degree and duration period. This paper draws the following main conclusions through theoretical and empirical discussion:(1)Water resources play an important supporting role in regional economic growth. When water resources supply is insufficient,it will restrain and retard economic growth, affecting the stable economic growth. At the same time, the feedback effect of economic growth on water resources is to improve the efficiency of water resources utilization through technological progress, which can alleviate the constraints of water resources on economic growth to a certain extent.Cyclic effect is conducive to the coordinated development of water resources and economic growth, but it is better to have external conditions to optimize the intensity of its role.(2)The relationship between water resources and urbanization is both supporting and constraining.Water resources support the development of population urbanization. When water resources supply is insufficient,it also restricts the process of urbanization.Because of the limitation, circulation, uneven distribution of time and space, irreplaceability and difficulty in transferring of water resources, the process of urbanization is in contradiction with the utilization of water resources. On the contrary, the process of urbanization is also harmful to the ecology of water resources and is not conducive to sustainable development.(3)Urbanization is an important driving force of economic growth,so the restriction of water resources utilization on urbanization indirectly affects economic growth, which reflects another mechanism of water resources utilization on economic growth. The effect of population and industry agglomeration in northern China has caused local water shortage in cities. At present, the extensive utilization of water resources has aggravated the water shortage seriously. Therefore,in order to realize the decoupling between the utilization of water resources and economic growth,it is necessary to start with the feedback effect of economic growth on the utilization of water resources and to solve the contradiction between urbanization and water resources utilization. This paper also explains the sponge mechanism,a new stage of sponge cities in northern China, and explores the coordinating role of sponge mechanism in water resources utilization, urbanization and economic growth. This is also the path choice for coordinating the relationship between water resources utilization, urbanization and economic growth system in northern China. The innovation of this paper lies in the construction of an interactive system of water resources utilization, urbanization and economic growth, and carries out an empirical test with this reference. The significance of this study is to sort out the response relationship among the dynamic systems of water resources utilization, urbanization and economic growth,to explore the impact mechanism of water resources on economic growth, and to find a scheme to coordinate and optimize the relationship between water resources utilization and urbanization and economic growth in the northern region,so as to stabilize economic growth and ensure the sustainable development of urban water ecology.
