Research On The Optimization Of Marine Administrative Functions Under The Background Of Strategic Marine Strategy

Through the sea,to chart strong.On March 8,2018,General Secretary Xi Jinping attended the deliberations of the Shandong delegation to the first session of the 13 th National People's Congress and delivered an important speech.He made it clear that "more attention should be paid to the economy of the ocean".In the dictionary it means "planning" and "governing".General Secretary Xi Jinping has twice put forward requirements and made important instructions to Shandong province in managing the ocean and developing the Marine economy,encouraging Shandong province to do a good job in Marine development.The CPC central committee has put forward an ambitious blueprint for building the 21 st century maritime silk road.To promote the implementation of the central committee's major political strategy on managing the economy and oceans,which has taken root and borne fruit throughout the country,governments at all levels need to further emancipate their minds,reform their administrative systems and management,and further transform their maritime administrative functions.At the third plenary session of the 18 th central committee of the communist party of China(CPC),our party clearly pointed out that effective government governance and scientific macro-control are necessary requirements for giving full play to the advantages of the socialist market economy.This is the first time that the term "governance" has been put forward.With the continuous introduction of China's reform and opening up,the speed of social and economic development is accelerating,and "government management" is gradually moving towards "government governance".In this context,to promote the implementation of strategic Marine strategy,we must strengthen Marine administration,reform the government's Marine administration system,and reposition the government's Marine administration functions.Therefore,based on the strategy of running the ocean as the background,selection of Marine administrative management perspective,research on the theory of governance tool,analyzes the basic Marine administrative departments in the ocean of government administrative management function transformation,promote the development of Marine economy quality on achievements and existing problems,and put forward to speed up the functional transformation of thinking.We should use the governance theory to effectively guide the transformation of Chinese government functions and realize the transformation to a democratic government,a law-based government,an efficient and clean government and a service-oriented government.This paper is divided into six chapters,the first chapter is the introduction part.The second chapter introduces the concepts and theoretical tools involved in The thesis,namely,the theory of managing the ocean,the transformation of government functions and governance.The thirdchapter briefly introduces the research object of this article-R city L district Marine development bureau,and summarizes its past functions and the achievements and practices of accelerating the transformation of its functions in the implementation of the Marine power strategy.The fourth chapter focuses on the analysis of the current problems in promoting the transformation of Marine administrative functions.Chapter five analyzes the causes of the problems.The sixth chapter puts forward the thinking and suggestion of the transformation path.The last chapter is the conclusion of this paper.
