Since the 1980 s,the PPP mode has been applied by more and more countries and governments at all levels,and the PPP is the abbreviation form of the Public-Private Partnership,and our country is now translated into the government and the social capital cooperation,and a number of experts and governmental agencies and non-governmental departments have given the definition,which has been developed around several key words such as Public and Private sectors,risks,interests,contracts,and cooperative(Partnership),while the so-called PPP is considered as a cooperative relationship between the Public sector and the non-public sector with the purpose of profit as the basis of contract.With regard to the research of PPP,the study abroad started relatively earlier and the research was much wider and deep,some scholars made a lot of basic research,but the domestic research was late,but it was encouraging that a large number of domestic scholars would look at the research of PPP,the research of theory and application was extensive,in particular,the PPP study was introduced in China after the beginning of the related policies of the government at various levels in 2014.In the preface part,firstly,the background of relevant topics of this paper is introduced.Environmental protection is more and more important,and people's need for a good environment is an important part of a good life.At the urging of theory and reality,the research significance of this paper is found.Secondly,on the basis of a large number of possession literature,we sorted out foreign related research and domestic research status,and made a review on the research.Thirdly,in the research content and method,the research framework and content of this paper are briefly introduced,and the research methods mainly include literature research and case study.Finally,introduced in this paper,the innovation points and deficiencies,made a successful innovation point of this article is based on the case research,put forward his own definition of the PPP,the fixed number of year of franchising C + N formula design,pay attention to the return on capital and social capital fully the importance of the competition of the PPP projects,etc.The deficiency is due to the asymmetry of information and the lack of comparative study of failure cases.There are four parts of the article,and the first part of the article is based on concepts and theories.The second part analyzes the necessity of the PPP mode ofsewage treatment project based on the reality of local fiscal dilemma,division of labor and policy support.In the third part detailed collected Zhang Jiajie Yang Jiaxi sewage treatment project related information as the research object,analysis its success,summarizes the Yang Jiaxi sewage treatment plant project PPP mode based on the experience obtained the enlightenment.Fifth department gives a personal advice,recommendations include credit and contract spirit as the foundation,attaches great importance to the social capital return on capital,strengthen the supervision and performance evaluation,set up and improve the negotiation mechanism,to ensure sufficient competition and so on,these recommendations based on PPP Yang Jiaxi sewage treatment project operation,but its reference value not only in sewage treatment projects,the proposal also apply to other PPP project.
