After 40 years of rapid development from the reform and opening up in 1978,China has been the second largest economy in the world.during the 40 years of development, foreign direct investment has played an inestimable role in China's economic growth.According to the announcement issued by the National Bureau of Statistics,in 2017,China actually used 136.3 billion US dollars in foreign capital,an average annual growth of 12.8%,which is the second largest foreign capital inflow country in the world. But for a long time,in the process of attracting foreign capital in our country, there exists some bad phenomena, for example, resource consumption, environment disruption at long-term environmental expense and the ecological environment of many areas has been seriously damaged. Therefore, while developing economy and attracting foreign investment, people begin to attach importance to the relationship between economic development and environmental protection, and think about the causes of environmental pollution, whether foreign direct investment is an important factor in causing environmental pollution in China. In view of the above, this paper chooses water environmental pollution as the research object, establishing the corresponding empirical model based on theoretical analysis, and selecting the inter-provincial panel data for ten years to study the impact of FDI on China's water environment. The research contents of this paper are as follows: The first chapter is the introduction, which introduces the literature review at home and abroad, the research background, methods and significance, innovation points and so on;the second chapter is the theoretical basis, introducing the relevant theories of the relationship between FDI and the environment,as well as the analysis of the impact mechanism of FDI on environmental pollution, including scale effect, structural effect and technical effect;the third chapter is descriptive analysis about FDI and water pollution in China. This chapter is divided into three parts: The first two parts describe the changes of FDI and water pollution in the past ten years, the third part analyses the relationship between the two indicators: FDI and wastewater discharge. It finds that there is a significant positive correlation between them. The fourth chapter is an empirical analysis: first, this paper improves the equation set on the basis of existing research,in order to improve the industrial structure, the governing variables are included in the structural effect equation. Then, this paper chooses related data of 30 provinces, municipalities and autonomous regions in China from 2007 to 2016,using 3SLS analysis method studying the relationship between FDI and wastewater discharge in China at the national and regional levels(dividing China into eastern,Central and Western regions). Finally,it is concluded that the inflow of FDI aggravates the pollution of water environment in China, and the hypothesis of "pollution shelter" does exist in China. The fifth chapter is the summary and suggestions, which summarize the contents of this paper and put forward corresponding countermeasures and suggestions.
