Research On The Problems And Countermeasures In The Pollution Control Of Livestock And Poultry Breeding In The County

The fourth plenary session of the 19 th CPC central committee pointed out that “we will strengthen the prevention and control of environmental pollution in agriculture and rural areas”and “improve the system of ecological protection and restoration,and strictly enforce the responsibility system for ecological and environmental protection”.Since the reform and opening,rapid development of animal husbandry,has become an important part of agricultural rural economy in our country,but with the development of animal husbandry modernization,large-scale production,livestock and poultry breeding pollution problem increasingly prominent,leading to ecological environment facing unprecedented severe challenges,livestock and poultry breeding pollution control and environmental protection is of great urgency.Therefore,the research on pollution control of livestock and poultry breeding is of important and realistic significance for improving agricultural and rural environment,increasing the production income of farm households,promoting agricultural production and efficiency,and further promoting rural revitalization.Z City of Shandong Province(county-level city)is a large county of livestock and poultry breeding,animal husbandry to promote the development of the city's rural economy and farmers income remarkable results.With livestock and poultry farms(households)more and more,however,the increase in the number of livestock and poultry,aquaculture practitioners overall level is low,management extensive,anti-pollution consciousness,overload caused serious pollution to the ecological environment of the pollutant discharge,livestock and poultry breeding pollution has become an important source of agricultural pollution,livestock and poultry breeding pollution effective governance is imminent.This study focuses on the governance ability and modernization of grassroots government,takes Z city as an example,and uses governance theory to discuss the current situation and treatment measures of livestock and poultry breeding pollution in Z city.Firstly,the research background,significance,research status and research methods at home and abroad are summarized,and the concepts of pollution control of livestock and poultry breeding and pollution control of livestock and poultry breeding are defined.At the same time,the governance theory,externality theory,public goods theory and their applications in pollution control of livestock and poultry breeding are expounded.Second,through field investigation,the current situation and treatment measures of livestock and poultry breeding pollution in Z city were studied by means of literature review and interview,found that Z exist in livestock and poultry breeding pollution governance body is relatively single,the system of governance based on is notsound,management method is simple and crude,governance resources is restricted,the governance efficiency and the comprehensive utilization rate is not high,and analyzes the causes of these problems.Finally,through the summary of domestic and foreign research results and advanced experience,the countermeasures and suggestions applicable to the current pollution control of livestock and poultry breeding in Z city are put forward.Actively introduce third parties to broaden the pollution control path;Actively introduce advanced governance methods;We will improve pollution control mechanisms and systems.The purpose of this study is to provide suggestions and references for improving the pollution control capacity and effect of livestock and poultry breeding in Z city and its similar counties.
