| Henan,as a large population province,agricultural province,central development province,is in the stage of industrialization,urbanization accelerated,people’s living standards are constantly improving,PM2.5 and PM10 as the representative of the smog pollution is also frequently appeared,with a long time,wide range,harm and other characteristics.Severe smog pollution not only brings some obstacles to economic development,but also has a great impact on people’s daily life and health.The prevention and control of smog in Henan Province continued to advance,the quality of the atmospheric environment continued to improve.In 2018,the province’s PM10 and PM2.5 average concentration of 103 micrograms per cubic meter and 61 micrograms,respectively,excellent weather reached 56.6%.However,the serious pollution of smog in Henan Province has not been fundamentally changed.In view of the pressure brought by the current smog pollution to the normal operation of the economy and society,the CPC Central Committee and the State Council have formulated a series of environmental protection measures in order to effectively control the smog pollution.Because of the negative externality factors of smog pollution,and the negative externality factor of smog as a product of not simple nature,in the process of governance,it is inseparable from the leading role of the government,but also without the guiding role of technological innovation.In order to effectively reduce smog pollution,the government needs to step up environmental protection,including strict environmental regulations and reasonable government research and development investment.Effectively stimulate regional technological innovation,especially environmentally friendly technological innovation can effectively curb smog pollution.Therefore,it is of great significance to study the effect of technological innovation on smog pollution.However,the existing research on smog pollution by technological innovation is mostly focused on the relationship test,and there is a lack of in-depth systematic research on the internal mechanism of the influence of smog pollution.This paper mainly studies the effects of technological innovation and smog pollution from the provincial and local levels: on the one hand,by checking the stability of time series data at the provincial level,and then returning,to examine the impact of technological innovation on smog pollution at the Henan level;Based on the model analysis,reference is made to the current situation and development trend of technological innovation and smog pollution in Henan Province,and the objective influence of technological innovation on smog pollution in Henan Province is examined quantitatively by means of empirical methods such as panel threshold estimation,which is based on 14 cities in Henan Province.In order to investigate the influence of heterogeneity factors on technological innovation and smog pollution,this paper collates the theoretical mechanism of the threshold effect of technological innovation on the government environmental regulation,research and development input of smog pollution.Based on relevant theories,taking 14 prefectures and cities in Henan Province from 2008 to 2016 as research objects,a more comprehensive and systematic examination of the threshold effect of technological innovation on smog pollution.The results show that when the level of government environmental regulation is low,technological innovation has no effect on the improvement of smog pollution,and when the level of government environmental regulation is high to a certain level,technological innovation is beneficial to the control of smog pollution.Similarly,when the level of government research and development investment is low,technological innovation has a weak effect on the improvement of smog pollution,or even does not exist or aggravate smog pollution,and when the level of government research and development investment is high,technological innovation has a significant inhibitory effect on smog pollution.Finally,on the basis of qualitative and quantitative analysis,this paper gives full play to the threshold effect of technological innovation on fog pollution,environmental regulation and research and development investment,and puts forward targeted policy suggestions for using technological innovation to reduce smog pollution and promote green development in Henan Province.And put forward the disadvantages of the research. |
