Research On The Collaborative Governance Mechanism Of Household Waste Classification In Shanghai

In 2019,the permanent population of Shanghai is about 24.1 million,generating nearly 25000 tons of domestic waste every day,and these wastes are still growing at a rate of nearly 8% every year.The reduction,harmless and resource-based treatment of domestic waste has brought great pressure on the society,economy and environment,and it is urgent to effectively promote the classification of domestic waste.The focus of this paper is the source classification of urban residents' domestic waste,that is to study the collaborative governance of multi-agent participation in the process of domestic waste from generation to transportation out of the community.Garbage classification is the key way to promote green,healthy and sustainable development,the necessary standard to judge whether to build a well-off society in an all-round way,and the only way to build a beautiful China.If the garbage classification is not good,it will bring great harm to the human environment,and people's life and health will also be threatened.Under the guidance of collaborative governance theory,this study analyzes the classification of municipal solid waste through literature research,comparative analysis,interview and case study.Since the implementation of the regulations of Shanghai Municipality on the administration of domestic waste,the effectiveness of the classification of domestic waste in Shanghai has exceeded expectations.However,due to the late start of the classification of domestic waste in China,there are still some problems in the classification of domestic waste,which are mainly manifested in the following aspects: insufficient active participation of residents,single incentive mode,weak supervision links,insufficient publicity and education,and narrow channels for resource recovery.The author believes that the reasons for these problems lie in: the rights and responsibilities of the main body of garbage classification responsibility need to be clarified,the mechanism of government leading and coordinating with all parties needs to be improved,the publicity,incentive and supervision system needs to be established,and the support for resource recovery enterprises is not enough.Garbage classification is a systematic project,which needs support from all aspects.It is urgent to strengthen the synergy among the government,market and community,and build a collaborative governance pattern of domesticgarbage classification led by the government and participated by the market and community.
