Research On The Pricing Of Ningxia Highway Construction PPP Projects From The Perspective Of Stakeholders

Public-Private Partnerships have developed rapidly in recent years and have become a model of new project financing favored by governments,and there are many applications in various countries.Public-private partnerships are used in road construction projects,not only to broaden the financing channels of the public sector,to ease financial pressures,but also to improve the efficiency of projects using the advanced technology and management models of the private sector.The combination of the public and private departments and highway construction project has brought hope for the construction of highway facilities in China.However,after the completion of PPP project,how to design the highway has become an inevitable problem.There are many stakeholders in the road project under the cooperation between the government and the social capital.The interests of the parties are also different.As the key stakeholders of the highway project,the government and the social capital,the most conceemed issue is how to determine reasonable pricing about the road project.Therefore,to determine the scientific and reasonable price,and to develop a practicable pricing policy is the public and private cooperative system under the highway construction project,which can be the key to the smooth implementation.On the.basis of reading a large number of documents,this paper analyzes the public-private cooperation mode,analyzes the essential characteristics of this model.On this basis,combined with the relevant theories of public goods pricing in government and social capital cooperation projects,The government and the social capital cooperation projects under the highway construction projects in the identification and classification of stakeholders,the interests of the stakeholders and interests of the relationship between the analysis,getting the government and social capital cooperation project pricing factors.Thereby,based on the multi-objective programming of the PPP project concession pricing model,combined with the Ningxia Shizuishan Hongyazi Yellow River Highway Bridge project conducted an empirical study to determine the Hongyazi Yellow River Highway Bridge charges.In the highway construction project,the reasonable pricing not only satisfies the pursuit of the interests of the social capital,but also satisfies the government,s demand for the final construction goal of the highway project,solves effectively the conflict ofinterest between the government and the social capital,and stimulates the work of both parties enthusiasm.At the same time,more protection of the government and social capital cooperation model of highway construction projects under the smooth progress,and to a certain extent,inspired the government and social capital cooperation between the two sides more efficient to join the project construction.This paper provides some theoretical support for the reasonable pricing of the road projects of government and social capital cooperation and provides a reference pricing model for the reasonable pricing of PPP project construction.
