In recent years,under the strategic background of “One Belt,One Road”,China’s macroeconomic development is in a good state.With the deepening of government reform and the promotion of government procurement services,fixed asset investment has increased,and the scale of engineering construction has expanded year by year,which is the development of engineering cost consulting industry.Brought opportunities and created conditions.However,at the same time,the engineering cost consulting industry has low barriers,homogenization of services,fierce market competition and lack of professional talents,which also restricts the development of engineering cost consulting enterprises.The essence of market competition is the competition of talents.How to attract,develop,cultivate,use and motivate talents has become an important issue that needs to be solved for the sustainable development of engineering cost consulting enterprises.For JY Company,it is particularly important to establish a scientific,reasonable and quantifiable performance appraisal system for knowledge workers,engineering cost professionals,to achieve the internal incentives and external attraction of talents.This paper uses the literature data analysis method to summarize the status quo of research on the performance appraisal system and knowledge workers.Using the questionnaire survey method to understand the status quo of JY company’s engineering cost professional performance appraisal,analyze the problems and causes of performance appraisal,and integrate the analysis conclusion into the JY company performance appraisal system.Comprehensively use KPI,BSO and other methods to establish company-level KPIs and department-level KPIs from top to bottom through the decomposition of company goals.When carrying out employee-level KPI setup,combined with departmental KPIs and job descriptions,taking into account the characteristics of knowledge-based employees,and further subdividing 12 indicators from the three dimensions of work performance,work ability and work attitude,and constructing performance appraisal of engineering cost personnel index.The setting of the assessment standard is guided by the 360 o assessment thought.The interview method and the expert conference method are adopted,and the examiner and theexaminee participate in the determination together.In the setting of the weight of the evaluation index,the expert meeting method is used to evaluate the relative importance of each index,and the fuzzy analytic method is used to calculate the index weight.Through the research and analysis of all aspects of the performance appraisal system,a scientific,reasonable and practical performance appraisal system for JY company engineering cost professionals is constructed.Finally,in order to ensure the smooth progress of performance appraisal,the implementation process is formulated and safeguard measures are proposed.The research in this paper can provide practical guidance for JY company to conduct performance appraisal for engineering cost professionals,strengthen human resource management,and establish incentive mechanism.
