| In recent years,With the rapid economic growth of our country,the demand for civil aviation transportation has promoted the rapid development of civil aviation.the number of new airports in the country has been increasing,the flight route network has been continuously encrypted,and the flight flow has been increasing,thus the flight route network and the flight flow has been surging.With the operation contradiction of air traffic control(ATC)and the significant increase of safety risks,the ability of ATC support has been backward compared with the development of civil aviation.According to the statistics of the CAAC,delays and incidents sometimes occur due to ATC.Therefore,it is very important to carry out the assessment of the safety and security capability of ATC to guide the safe operation of ATC meaning.ATC operation is a complex system process,affected by weather,personnel,equipment,environment and so on.The security ability is related to the safety and the efficiency of ATC.It is a comprehensive evaluation index to test the cooperative of various functional departments.In this paper,L airport ATC is taken as the research object,combined with the present situation of ATC operation in L airport,the methods of hierarchical structure analysis,qualitative and quantitative analysis,man-machine-ring-pipe system engineering theory analysis and so on are used.The related factors and functions affecting the safety and security ability of L airport ATC are analyzed scientifically.It includes five first-level indicators,such as human factor,equipment factor and several second-level indicators,such as human working ability,regulation construction and so on.The evaluation index system of L airport ATC safety support capability is constructed scientifically,and the evaluation model of L airport ATC safety support capability is constructed by using factor analysis method.The evaluation model is used to comprehensively evaluate the safety and security capacity of L airport ATC and obtain the evaluation results.Finally,the evaluation results are analyzed scientifically,and some suggestions for improvement are put forward to provide decision reference for the safety development of L airport ATC. |
