Pedestrian-scale neighborhood planning is the basis of transition of urban planning and residential area planning in the future.It is of great significance not only for achieving the accuracy and equalization of public facilities and services,but also satisfying different demands of residents.In recent years,cities have been exposed a serious of promblems during the practice of pedestrian-scale neighborhood planning.The main difficulty is that the concept of pedestrian-scale neighborhood is hard to guild the planning and implementing,because the method to identify the area still needs to be explored.However,the Standard for Urban Residential Area Planning and Design(GB50180-2018)does not explain the method for identifying the area of pedestrian-scale neighborhood.Thus,the research on the method of identifying the area of pedestrian-scale neighborhood can not only help to enrich the theory of pedestrian-scale neighborhood,but also provide technical support for implementing.Now,researchers have made lots of breakthrough achievements in identifying pedestrian-scale neighborhood by changing their perspective and priority.Nevertheless,there are many drawbacks,such as dividing the geographic environment,ignoring human activities,and accessing individualn data which are hard to get with high price and low timeliness.Therefore,it is obviously inadequate to adress the issues of identifying the pedestrian scale neighborhood through the data of residents travel behavior.Pedestrian-scale neighborhood is a geographical and urban planning concept that reflects the characteristics of spatial distribution of human behavior in the built environment,which is significant to realize the area of residents activities.Studying the influence mechanism of built environment on pedestrian-scale neighborhood help to improve the community builiding and built environment,and enhance the quality of residents' lifes.Against this background,this study elaborates the importance of facility sharing to identifying the area of pedestrian-scale neighborhood through literature review on the impact of built environment of residents traval behaviors.Then,according to the data of built environment,the study set up a method for identifying the area of pedestrian-scale neighborhood,which is based on the concept and can combine both human activities and geographic information.To verify its feasibility and practicability,the study takes the city center of Caoxian County,Heze,Shandong,as an example.Followings are the main research results:The paper proposes a method of identifying the area of pedestrian-scale neighborhood based on the built environment data.The identification consists of three phases: First,to determine the subject of identification-using grid plot as the research unit.Second,to analyse the operation process of the subject-(1)calculating the service area of facilities by ArcGIS network model method,and quantifying the impact of facilities on grid plot through assighnment method;(2)calculating the sharing correlation among grid plots by interlocking network model;(3)identifying closely related communities by cluster analysis.Third,to test the operation results-identifying the area of pedestrian-scale neighborhood through results,and testing the accuracy of the result.The method of identifying the area of pedestrian-scale neighborhood in this paper simplify the complicated spatial distribution of human activities,which provides theoretical support and decision-making suggestions for residential area planning and community building.The paper analyses the identificaton results of the area of pedestrian-scale neighborhood in Caoxian County's city center.According to the data provided by departments in Caoxian County in 2019,OSM road network data in 2019,and the data of interest points obtained by Baidu Map in February 2020,there are 60 five-minute pedestrian-scale neighborhood groups,15 ten-minute pedestrian-scale neighborhood groups,and 7 fifteen-minute pedestrian-scale neighborhood groups.The results show that the overall accuracy of the proposed method is 60.45%,which is highly consistent with the current situation.It verifies the feasibility of the method.In addition,there is apparent discrepancy between different analyses that the development of neighborhoods along the Qinghe Street is better than those at the edge of the county.Finally,this paper raises the demands and suggestions for constructing neighborhoods with weak foundations,It also offers the effective countermeasure to be chosen for urban development,which provides scientific support for site selection on new facilities.
