Industrial clusters reduce enterprises' operating costs by means of geographical clustering,cooperation in division of labor,mutual promotion of products and sharing of resources,thus forming competitive advantages of regional integration and brings cluster brands.From international experience,along with the industrialization of Europe,the industrial cluster theory came into being,and gradually became systematized with the economic development,giving birth to the well-known industrial clusters such as the German traditional industrial zone,the French wine industry,and the Dutch flower industry.From the development in China,special economic zones,Jiangsu,Zhejiang and Shanghai regions and regions with a long history of traditional industries have all practiced the path of cluster development and formed characteristic economy.From the Shandong province,such as Shouguang,Yantai and other places formed a nationally renowned agricultural industry cluster.Along with our country economy transformation and new kinetic energy conversion test area strategy,the traditional extensive development,homogenized competition has conflicts with the trend of times,to technological innovation,productivity change and talent innovation as the key to the industrial chain.Industrial cluster is the inevitable choice of the future development,and a breakthrough for backward area.The beef cattle industry has a long history,but it has long been faced with problems such as small-scale self-propagation and self-breeding,long cycle of heavy assets,complex industrial chain and difficult financing.With the consumption upgrading and market expansion,China's beef cattle market has a large gap,and a high recognition for high-end meat products,which highlights the urgency and necessity of expanding the beef cattle industry.In order to overcome the bottleneck of development,cluster development is the best way.Therefore,the research on the development of county-scale beef cattle industrial clusters has practical significance and specific guidance,and is the key to catch up in the development of backward regions.Aiming at the current situation of beef cattle industrial cluster development in Yangxin county,this paper focuses on the preliminary research and analysis on how to plan and implement the development strategy and specific focus in the development.This paper first introduces the basic concept and key points of industrial clusters,analyzes the types,development cycle and main advantages of industrial clusters,and probes into several common problems.Secondly,introduce Yangxin beef cattle industry foundation,and five major functional areas of organizational structure analysis one by one,from grain conversion,standardizedcultivation,the modern cold chain logistics,brand building,by-product processing,analysis of resource utilization structure and layout,especially starting from the development strategy of rejuvenation and rural tertiary industry fusion,reveals the economic lag area do a good job in the significance of cluster development.Then on the situation of the development of the beef cluster PEST model analysis and Industrial environment analysis,with the SWOT model of leading enterprises,combining the macroscopic and microscopic,reflecting the Yangxin in cluster scale,the industry competition,personnel of scientific research,brand effect and problems in such aspects as environmental pressure,and integrated domestic and foreign advanced experience and the development of the county.Finally four representative industrial clusters at home and abroad are selected for in-depth discussion,to offer an opinion suggestion from the industrial transformation,leading enterprises,science and technology support and the government leading.
