Research On Risk Control Of Medical Construction Projects Under PPP Mode

PPP mode is a project management mode that combines the capital,management means,management mode and rich management experience of the government or public sector with the market-oriented private sector.The law of the People's Republic of China on the 13 th five-year plan for national economic and social development compendium of affirmed in the field of medical and pension through the PPP model is used to realize the increase of the number of service and product quality,effective demand contradiction to link health and pension.According to the national PPP integrated information platform,according to data from the project so far a total of 466 medical and health field warehousing project,involving investment amount has exceeded 200 billion yuan,the "planning outline" clearly affirms the PPP mode,this is both an opportunity and challenge for medical pension field.At present,the application of PPP mode in medical construction projects is still in the exploratory stage,among which many problems are encountered.The most obvious problem is two: the first is income inequality.Because this type of program is operated by the government and social capital,due to the medical project should be said that belongs to the social public welfare services,not only need to implement economic benefits,also need to consider the characteristics of the social public welfare services,so the government and the project itself to the principle of small profit and social capital profit-driven economic conflict,it is difficult to achieve mutually beneficial and win-win goal.The second is risk sharing.Due to the medical field is still not mature and in the application of PPP model in the exploration stage,risk for the project itself is inevitable,together with the PPP model is involved in all aspects of participants and,at the same time,the PPP mode of medical construction projects have the characteristics of public welfare,which requires to risk management is particularly important.Delphi method is adopted to conduct research on experts in a scientific way,analyze the types of risks of the project,and list the risks.According to the judgment of the relative importance of risk in the risk list,the risk assessment was conducted qualitatively and quantitatively by using the analytic hierarchy process(AHP)to form the risk weight ranking.Finally,a reasonable risk allocation mechanism is established according to the risk weight ranking.This paper theoretically analyzes the trilogy of risk management,"risk identification-risk assessment-risk sharing".The new hospital district construction(PPP)project of PDS city people's hospital is taken as the case analysis.Analyze according to the expert survey data and form the risk list.The risk weight coefficient was established,and the importance degree of risk was analyzed qualitatively and quantitatively by analytic hierarchy process,and the risk was classified.The principle of risk preference is adopted to propose reasonable risk allocation,risk response and prevention measures in line with PDS city people's hospital,so as to realize scientific risk management.
