Research And Application Of Occupational Health Risk Management System In Employers

With the development of industrialization in China,the number of industrial accidents and occupational patients has been increasing rapidly.China is facing a severe situation of occupational disease prevention and control.In 2018,the function of occupational health supervision will be returned to the health department.Although many problems caused by functional disputes have been solved,it also brings great troubles to the management of enterprises,which means that part of the occupational health and safety of enterprises should be managed separately and different departments should be supervised and inspected.Therefore,it is necessary to put forward a set of occupational health management system suitable for employers in China.This paper summarizes the present situation of occupational health management in China,combining with domestic and foreign laws and regulations,and the development and research process of occupational health management puts forward an occupational health risk management system suitable for employers in China,which includes four first-level elements and 20 second-level elements.According to the specific provisions,a more comprehensive assessment requirement for each element is put forward.Analytic Hierarchy Process(AHP)is used to determine the weight of each index and quantify the elements of each index,and a field evaluation table for the employer is designed.Five steps have been taken to implement the system in specific enterprises,and remarkable results have been achieved.The evaluation scores of enterprises have been raised from 26.7 to 86.3,and most of the problems have been basically rectified.A long-term mechanism for continuous improvement has been established for enterprises.The system has the advantages of comprehensive management scope,direct and effective feedback.Through the implementation of enterprises,it is found that the system is especially suitable for enterprises with weak occupational health management.It can help them establish a set of occupational health management model with the system as the main line.It can not only effectively improve the level of occupational health management in enterprises,solve a series of problems brought by institutional reform,but also improve the efficiency of supervision of health departments.To provide some reference for future standardization and information management of occupational health.
