Herder, one of the most important German thinkers in the late eighteenth Century, was praised as "The father of cultural nationalism",and was the pioneer of the German " Sturm und Drang " movement. His life has made achievements in the fields of philosophy of history, linguistic philosophy, aesthetics, etc. However, the position of Herder's thought in the history of philosophy has not been properly treated, mainly due to Herder's controversy with Kant in his later years. This controversy led to Kantian standing on the opposite side of Herder, and thus Herder's status was not recognized in the history of philosophy. From the perspective of the history of the concept of Isaiah Berlin, this paper briefly combs the research methods of the history of ideas,in order to rediscover the value of Herder 's thoughts from the perspective of the history of Berlin's concept. Then,in Berlin's view history,Herder's rebellion of the enlightenment thought is interpreted as three main points, namely, expressionism, pluralism and belonging.Herder's three viewpoints are rebellion against the basic beliefs of the Enlightenment and have a profound impact on the German Romantic Movement.Next,Berlin's interpretation triggered a debate among contemporary scholars. This paper mainly discusses Norton and Steven Lestition 's arguments.Robert Norton thought that Berlin had little textual analysis of Herder's interpretation, and regarded Herder as anti enlightenment.Steven Lestition responded to Norton's criticism and endorsed Berlin's view of Herder as a rebel of the enlightenment. These questions and controversies focus on the meaning of Herder in the meaning of the rebellion of the enlightenment, the interpretation of the method of the history of Berlin, the role of ideas in the development of personal thought and history, and the influence of the three views of Herder on the enlightenment movement. However,Herder as an anti-Enlightenment,Berlin's interpretation of these ideas is only part of his whole thought,Berlin's interpretation does not really show the whole picture of Herder thought. The key points of these questions and controversies revolve around the sense that Herderis a rebel of the Enlightenment, the interpretation of Berlin's method of the history of Berlin, the role of ideas in the development of personal thought and history, and the influence of three views of Herder on the Enlightenment is seen. However,Herder as an anti-Enlightenment,Berlin's interpretation of these ideas is only part of his whole thought,Berlin's interpretation does not really show the whole picture of Herder thought. At the end of this paper,we will make methodological implications of the method of the history of Berlin's idea and a generalization of limitations, which provides us with the possibility of studying Herder's thought,so that we can better understand the significance of Herder's thought in the contemporary era.
