Climate change is a global issue of great importance which arouses common attention of the international community."Common but differentiated responsibilities(CBDR)" is the principle of governance established by the UN Framework Convention on Climate Change,which is legal and morally reasonable.The apportionment of emission reduction responsibilities under the CBDR is also the focus of debates at climate conferences.With the deepening of climate governance,technological and economic progress,and changes in the pattern of greenhouse gas emissions,the CBDR has also undergone certain changes.In the course of the specific implementation of the contract,the "differential responsibilities" are gradually weakened,and "common responsibilities" are more emphasized.Some developed countries(e.g.the United States),their recognition and fulfillment of "differential responsibility" is low,and internalization of "common responsibility" is not sufficient;developing countries,take China as an example,their "co-responsibility" is fully complied in climate policies.The level of recognition and fulfillment is relatively high,and it also provides funding for less developed countries based on their own abilities.This paper examines the changes that have occurred during the period since the 1992,United Nations Framework Convention on Climate Change was submitted to the signing of the 2015 Paris Agreement.On the one hand,using the three paradigms of international relations theory to analyze the possibility of the realization of CBDR,and analyzing the structure,system,and identity in which way of combination by the eclecticism will have the largest influence on CBDR.On the other hand,this article examines the driving forces behind the development of the principle from the perspective of international political realities:the reality of global warming,the progress of emission reduction technologies,and the interest claims of various interest groups.At the same,the paper analyzes the homogeneity of China and the United States on climate governance,and the heterogeneity in historical emissions,development levels,energy structure,R&D capabilities,and institutional maturity.Under the context of CBDR,from both the domestic and the international levels,this article examines how CBDR is reflected in the actual performance of Annex I countries(e.g.the United States)and non-Annex I countries(fe.g.China).Ssince 1992,the implementation of common responsibility of developed countries has become less.The developing countries have better performed their "common responsibility" but have not received funding due to "differential responsibilities".Finally,this paper proposes policy advice for China's participation in global climate governance.
