The decision of the Central Committee of the Communist Party of China(hereinafter referred to as "decision"),adopted by the Central Committee of the Communist Party of China in the third Plenary Session of the 18 th CPC Central Committee(hereinafter referred to as "the decision"),is clearly defined as the blueprint for the construction of the rule of law in China: the rule of law must adhere to the rule of law,the rule of law,and the administration according to law,and the government under the rule of law and the rule of law government The construction of the rule of law society.The key to comprehensively promoting the rule of law is at the grass-roots level.The foundation for building a socialist rule of law society is at the grass-roots level,and the purpose of building a rule of law government is to serve the grass-roots level.The construction of the rule of law refers to the implementation of the requirements of the rule of law to the grass-roots social organizations,making the masses of the people the main body of the practice of the rule of law,and the cultivation of the rule of law culture is beneficial to the construction of the rule of law society at the grass-roots level.At present,China is in the period of social transformation,and promoting the rule of law in an all-round way is also inseparable from the promotion of the rule of law culture.Since the eighteen Party Congress,the effectiveness of the rule of law culture in grassroots governance has been achieved.However,the lack of legal culture at the grass-roots level is still a prominent problem faced by the construction of a rule of law society in China.The reason is that the concept of modern culture of rule of law from the West has been transplanted from the west,and it is not compatible with the legal thought of the five thousand years of China's civilization,so that the Chinese characteristics of the rule of law culture can not be recognized and recognized by the people.At the same time,our country's grass-roots rule of law culture is influenced by traditional negative factors such as "rule by man" and the concept of human feelings.Since the eighteen Party Congress,the Chinese Communist Party has further explored the theory of rule of law culture and grassroots governance.The value of the rule of law culture in grass roots governance is also more clear.The path of rule of law culture has already had the basic direction.In deepening the path of building the rule of law at the grass-roots level,we will continue to carry forward the basic role of law in the construction of grass-roots society through legislation,law enforcement,judicial and law-abiding,and link the cultural construction of the grass-roots rule of law with the development of the socialist market economy,the practice of the people's production and life,and the resolution of social conflicts and conflicts.Combining together,we explore a new train of thought to nurture the rule of law culture in grass-roots social governance.At present,there are many problems in the rule of law culture in China.Based on this,this article revolves around the problems of grass-roots governance of the rule of law culture,and explores the breeding path of the rule of law culture.In addition to the introduction,this article is divided into four parts: the first part mainly defines the connotation of the rule of law culture,distinguishes the difference and difference between the rule of law culture and the legal culture,and analyzes the origin of the contemporary Chinese culture of rule of law in two angles,and finally defines the content of the rule of law culture in China.The second part mainly analyzes the value of the rule of law culture in grass-roots governance,and on the basis of the concept of grass-roots governance,the role of the rule of law culture in grass-roots governance is analyzed.The third part,through the introduction of examples,analyzes the current situation of the rule of law culture in grass-roots governance in China.Through a comparative analysis of the beneficial attempts of the rule of law culture in the grass-roots governance and the problems of the rule of law culture in grass-roots governance.Further analysis of the problems in the rule of law culture in grassroots governance.The fourth part is on the basis of the above analysis,and puts forward the idea of the breeding path of the rule of law culture: Taking the leadership of the party as the fundamental way to build the government of the rule of law and the good faith,the construction of social order and the promotion of the identity of the citizen's personal rule of law.So that the rule of law culture in the grass-roots governance can be fully nurtured.
