Research On Party-led Community Governance

The work of community governance relates to the survival and development of the residents,and relates to the harmony and stability of the grassroots society and the long-term stability of the city.With the continuous evolution of the development of community governance in China,the Party Central Committee has put forward the strategic tasks of modernizing the national governance system and governance capacity,proposed the strategic requirements for strengthening and innovating social governance,and regards community governance as the basic project of national governance and social governance.The challenges in the current community governance process need to be solved,such as the imperfections of the conflict resolution mechanism and the community public service system,the serious “administrate” tendency of the community administration committees,and the lack of community governance enthusiasm for social organizations and residents.On the other hand,new requirements have also been put forward for the party's leadership in the process of community governance.Empirical analysis,case studies,field research and other research methods are used in this paper.Firstly,the theoretical basis of the party dominated community governance is analyzed,understanding the limitations of the Western “state-society” paradigm,the perspective of “party centralism” is adopted to explore the concept and structure of the party dominated community governance,and what are the functions of the party organization.Secondly,the case of party-led community governance is elaborated.It analyzes the case of Bao'an District of Shenzhen concretely,in which the party organization leads the “gridization” governance,promotes “service-based governance” and “regional party building” to drive community governance,explores the operating mechanism of the party dominated community governance,and evaluates it.Finally,the ideas and paths of party-led community governance are refined.Based on the reality of the process of local community governance in China this year,the ideas and paths of party-led governance are analyzed from four aspects,which are the party building(strengthening the party organization's own construction in community governance),services(emphasizing the service functions of party organizations),co-governance(building a model of party and group governance),and innovation(promoting the innovation of community governance and giving full play to the core leading role of the party organization).
