Research On Government Supervision Of Motor Vehicle Driver Test Training In Panjin City

With the continuous improvement of living standards,the number of motor vehicles people owned has also increased dramatically,which also brings huge security risks to people while offering convenience to people.According to the information from the Public Security Traffic Administration,about 90,000 people died in traffic accidents each year from 2010 to the end of 2017.The city of Panjin is a secondary city in Liaoning Province,and there are many traffic accidents every year.The drivers who have obtained driving license for less than 3 years accounted for the largest proportion of the traffic accidents.Traffic accidents are common for running red lights,reverse driving,and drunk driving.It can be seen that many traffic accidents are related to the source of the drivers.Under such circumstances,this paper takes the training of motor vehicle drivers in Panjin as the research object,under the guidance of institutional norm theory,incomplete contract theory,new public service theory,and multi-center governance theory,studies and discusses driver training management from the perspective of government management by the use of literature research method and experience reference method.Firstly,this paper comprehensively describes the current situation of vehicle driving training management in Panjin,then,the existing problems and the causes of the problems are analyzed on this basis.In terms of existing problems,it mainly includes the asymmetry of information on training services,single and backward management mode of training services,excessive emphasis on examination-oriented training and teaching,illegal charging by individual coaches,lack of organic coordination among management departments,and inadequate safety education.In terms of reasons,it mainly includes the imperfect charging mechanism,industrial supervision mechanism,and exit mechanism,and the weak awareness of the thought change for driving school.Secondly,the thesis takes domestic cities of Suzhou,Yichang Yunnan,Hong Kong,and Taiwan,and the foreign countries including the United States,Britain,Germany,France,and Japan as examples,introduces the practical experience of government in driver training and the inspiration.Thirdly,in view of the existing problems,based on the experience of domestic cities and foreign countries,the specific management objectives,principles and management strategies of motor vehicle driver training are proposed.The fundamental purpose of the research on training of motor vehicle drivers is to to propose a relatively systematic and operational management scheme for motor vehicle driver training government management,so that it can regulate the motor vehicle driver training behavior and promote the healthy and sustainable development of the management.
