There are structural differences between the administrative laws of the two legal systems.Tracing back to the root causes,the functions that the legislators initially assigned to the two systems are different.There are so many differences between them that one can be called "management law" and the other can be called "control law".One is to value the dynamic state,the other is to focus on the protection of individual rights.In the course of the formation and development of modern countries,Britain and France,the representatives of the two legal systems,have experienced different historical paths,borrowed and integrated different resources,resulting in different national structures and theories,which further shaped the different value orientations of administrative law.
