On Administrative Promise

In modern society,not only enterprises attach great importance to the sense of service to customers,but also the government,which has been criticized for lacking the sense of service,pays more and more attention to strengthening the sense of service.While innovating the administrative management mode,the administrative promise has entered the public's vision.Due to its non-mandatory nature,administrative promise can actively stimulate the participation enthusiasm of counterparts,improve the good image of the government in the minds of the public,and play an important role in improving administrative services,improving people's livelihood and promoting social harmony.There are five parts in this paper.The first part is the introduction,which mainly plays a foreshadowing role,namely the research background,research purpose,significance and research method of administrative promise system.The second part is the basic theory of administrative promise.Theoretical problems include the classification principle of the conceptual features and properties of administrative promises and the distinction between them and relevant behaviors.The third part discusses the problems and causes of China's current administrative promises.The main problems are imperfect legislation,irregular law enforcement,and conservative judiciary.The fourth part is the suggestion of perfecting the administrative promise,which consists of setting up the correct view of the administrative promise,perfecting the legislation,standardizing the procedure of the administrative promise and strengthening the judicial supervision.The fifth part is the conclusion.As a new system,administrative promise must be improved from all aspects in order to play a better role.
