| Market economy is a credit economy.Credit is an extremely valuable strategic resource.Only the market participants of honest management can gain a firm foothold in the increasingly competitive modern market economy,win customers and win the market.Credit is the cornerstone of modern market economy.The credit of market participants is the most important link in the construction of social credit system.The credit status of market participants is directly related to the security of market transactions and economic order.In 2011,the executive meeting of the State Council made a special plan to promote the construction of social credit system,which clearly requires the effective collection,integration and application of credit information of individuals,enterprises,institutions and other social organizations in accordance with the law and regulations.Under the overall framework of the national social credit system construction,The Industrial and Commercial Departments take the lead in constructing the credit information database and credit supervision platform of commercial participants,making it a subsystem of the national social credit database and work platform,and an important support for the construction of social credit system.In 2014,the Interim Regulations on Enterprise Credit Information Publicity and its supporting regulations were formally implemented.In the same year,the National Enterprise Credit Information Publicity System was established and officially put into operation,and the credit supervision system of market participants was initially established.Four years later,the credit supervision system of market participants has played an important and positive role.At the same time,the defects or deficiencies in the system have gradually emerged.Starting from the basic theory of mechanism design,this paper analyses the research status of credit supervision of market participants at home and abroad,expounds the current situation of credit supervision from the perspectives of the development of credit supervision mode,credit supervision measures and credit supervision effect of market participants in B District,and takes Interim Regulations on Enterprise Information Publicity and its supporting regulations as the institutional basis,and from the industrial and commercial departments(market supervision).From the perspective of supervision and management department,this paper analyses the problems existing in the aspects of market subject’s publicity information,administrative organ’s publicity information,credit supervision and the implementation of credit supervision,and the implementation of the restraint of dishonesty in the whole society,and deeply analyses the institutional reasons in the aspects of publicity content design,publicity system design,information sharing mechanism,information supervision mechanism,reward and punishment mechanism,etc.The problems in the design are as follows: perfecting the content of information publicity,perfecting the credit information publicity system,perfecting the supervision and spot checking mechanism,perfecting the information sharing mechanism,perfecting the punishment and incentive mechanism of dishonesty,and perfecting the relief mechanism of dishonesty. |
